- This amendment to the solicitation provides answers to questions emailed to 437 Contracting Squadron. Q: Can the training dates for the class be moved further into the future? Answer: No. The scheduled dates for the use of the range has been set and cannot be rescheduled. The training dates, 13 Jul 08 thru 19 Jul 08 (0800 to 1700 HRS), remains unchanged. Q: What is the shooting proficiency/firearms level of the students to be trained? Answer : The shooting level varies from Basic to Advanced. It is recommended that the course be taught with variances once the student skill level increases. Q: Is commercial ammo (Winchester, Federal, etc.) acceptable to use? Answer: Military Spec ammo is desired but not mandatory. Q: Does the 5.56mm have to be Green Tip ammo? Answer : Ammo cannot be green tip. Ammo must be frangible. Q: Is foreign made ammo acceptable? Answer : The ammo must comply with the Buy American Act; see DFARS 252.225-7000 and DFARS 252.225-7001. Q: Will a medic be required? Answer : No. The government will provide range safety officers. All personnel are trained in self aid/buddy care. Emergency services will be used in case of emergency. Q: What firearms level will the 24 AF personnel have prior to training? For example are they Security Police who are very competent in malfunctions, immediate action drills, fire house training and raid training? Are they just basic trained and need in dept training or is this more like a refresher course. It appears from Attachment 1 that basic skills techniques need to be taught leading up each day to a higher level of shooting. Answer: The personnel are Combat Camera photographers. Most have limited experience with the M4 and M9, they should all be familiar with the basic fundamentals of shooting but are in need of more in depth training including malfunctions and immediate actions. There are some members who are very experienced and have been through similar courses. Previous courses have had class time teaching fundamentals and then went to the range progressing to a higher level as the time goes on. Q: We use 55gr. for our.223 and 115gr. for our 9mm original ammunition. Is there a federal guideline on manufacturer or just grain weight? Answer : The guidelines we have from FLETC is that the 5.56 needs to be frangible ammunition. Q: Our company only uses police SWAT and Firearms instructors, two of the police instructors have prior military combat training (Army Ranger Infantry Captain and Sgt.). The Convoy, IED recognition, team tactics and CQB training, are they based on Air Force SOP or will Army Infantry and police doctrine be sufficient? Answer: Army Infantry SOPs are acceptable, because the majority of the forces we deploy with are Army units.
