- This publication serves as notice of intent to procure services for the Department of Army, Corp of Engineers, on a sole source basis with the University of Michigan (U of M), a non-profit entity, in accordance with the authority of 41 U.S.C. 253 (c)(1), One Responsible Source. Using FAR Part 15, (Contracting by Negotiation) procedures the Government intends to negotiate a contract with U of M for a model development for Maumee, Sandusky, and Grand River watersheds for a total performance period of two fiscal years (FY08-FY09). The University of Michigans School of Natural Resources and Environment has been studying the causes of anoxia in the western basin of Lake Erie for a number of years and have became world-renowned in studying this issue. As such, they have developed numerical models that predict the amount of sediment and nutrients eroded from various watersheds and delivered to Lake Erie. This study is a continuation of these efforts into the Maumee, Sandusky, and Grand River watersheds. The resulting contract will serve that purpose. U of M is uniquely qualified to provide the required services because of the University's experience in successfully studying the causes of anoxia in the western basin of Lake Erie for a number of years. The U of M have become world-renowned in studying the above issue. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, all submittals received by the due date of July 7, 2008 will be considered by the Government. This notice represents the only official notice of such solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 541990 and the small-business size standard is $6.5M of average annual receipts.
