- ********CONTACT MARY BRINKLEY FOR TECHNICAL OR QUOTE ISSUES. MARY BRINKLEY'SCONTACT INFORMATION IS IN THE BODY OF THIS SOLICITATION*********NASA/MSFC has a requirement for the design and fabrication of a 2D Nozzle Assembly. Thescope of work is to provide the existing Hyperthermal Facility with internal channel flowtesting capability suitable for mult-gas propulsion material testing, herein referred toas the 2-D Nozzle.1. Nozzle must interface with current hardware configuration for the Plenum Injectionand Mixing Chamber Assembly.2. The 2-D Nozzle must use the existing DI water coolant system capability of 350psi/350gpm.3. Provide a calorimeter assembly for calibration purposes.4. Provide a pyrometer holder assembly.5. Provide a plenum/nozzle interface flange.NASA/MSFC intends to purchase the items from ITT Corporation, Advanced Engineering andSciences on a sole source basis. Competition is impractical for the following reasons: 1. The 2D nozzle assembly must interface with the existing hardware and be compatiblewith current facility water coolant capability. ITT personnel have the required knowledgebase of MSFCs Hyperthermal facility as they were the original manufacturer and operatorof the facility hardware prior to MSFC acquiring it in 1998. ITT has designed similarnozzles for the facility in the past and knows all the interface points and operatingparameters, such as temperatures, flow rates and Mach numbers involved in designing andfabricating the nozzle. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Mary.M.Brinkley@nasa.gov or fax to 256 544-4401the later than 4:30p.m. local time on July 7, 2008. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
