- NASA/LaRC has a requirement for two (2) passenger seats, two (2) passenger seatrestraints, two (2) crew seats, two (2) pilot seat restraint systems, and two (2)complete landing gear assemblies for an MD530 helicopter. NASA/LaRC intends to purchase the items from MD Helicopters, Inc. NASA AeronauticsSubsonic Rotary Wing (SRW) Research Program has a research element directed towardimproved crash performance of helicopters. The helicopter parts are needed for two crashtests done in partnership with Boeing through a Space Act Agreement. MD Helicopters isthe exclusive manufacturer of the MD530 helicopter and the only provider of pristine,as-fabricated parts. It is vitally important that these parts fit and mate into theexisting MD 530 aircraft. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 9 July 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
