- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and Part 13, as supplemented with additional information included in this notice, and this announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-26, effective June 12, 2008. Classification Data: Full and Open Competition. NAICs Code/Size: 722310/$19.0 Million. a. Offerors must submit information to evaluate their offers based on the criteria listed in Section V, Instructions, Evaluation Criteria, and Basis for Award. Failure to provide the information required to evaluate the offer may result in rejection of that offer without future consideration. b. Only written requests for additional information will be accepted. Notification of any changes shall be made only on the internet. Responses to this notice shall include the solicitation number, DUNS and Tax ID/Employer Identification Numbers, payment terms, and be signed, dated and submitted via email or fax to Paula Pier at pierp@niehs.nih.gov or 919-541-5117 (Fax). Vendors not registered in the Central Contractor Registration (CCR) database at the time the requirement is to be awarded will not be considered. Vendors may register with CCR by calling 1-888-227-2423 or (269) 961-5757, or by accessing www.ccr.gov. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (JUN 2008) is included by reference (full text is available electronically at http://www.acqnet.gov/). A completed copy of this provision must be included with response. Offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. d. Department of Labor Wage Determination: DOL Wage Determination #2005-2401, Rev 06, dated 5/29/2008 for the NC Raleigh area is a part of this solicitation. The most recent wage determination will be incorporated in full text in the resulting contract. The Wage Determination in full text can be obtained at the DOL web site http://www.wdol.gov/ under Service Contract Act Wage Determinations. e. Preproposal Conference – Site Visit: a pre-bid conference and site visit is scheduled to start at 3:00 p.m. on July 14, 2008 at NIEHS, Building 101, Cafeteria, 111 T.W. Alexander Drive, Research Triangle Park, NC. Interested parties must register in advance by written notification in either by email (pierp@niehs.nih.gov) or fax (919-541-5117) addressed to Paula Pier no later than cob July 11, 2008. Attendees must have a valid driver’s license or other picture ID. Individuals that do not pre-register will not be permitted to attend the pre-bid conference and site visit. Please submit written request for clarifications, corrections, or questions concerning any areas of uncertainty to Paula Pier by email or fax to be received cob July 11, 2008. A set of all questions and answers will be furnished simultaneously to all prospective offerors. Attendance at the pre-proposal conference is recommended; however, attendance is not a prerequisite for proposal submission and will not be considered a factor in proposal evaluation. f. Type of Contract and Number of Awards: It is anticipated that one award will be made from this solicitation. It is anticipated that the award from this solicitation will be a fixed price type contract for a base year and four (4) one-year option periods. g. Evaluation and Basis for Award: Award will be based on price and other factors to the responsible offeror providing the best value to the Government. Technical factors, when combined, are more important than price. Offers will be evaluated in accordance with FAR Clause 52.212-2, Evaluation-Commercial Items and based technical evaluation factors included in - Section IV of attached "Synopsis/solicitation"
