- Request for Information. Understanding Strategic Community and Economic Development Issues When Evaluating and Analyzing Business Plans. The Bureau of the Public Debt’s Administrative Resource Center is conducting market research on behalf of the Community Development Financial Institutions (CDFI) Fund to locate contractors that are currently offering economic and community development training to the public, and have the capacity to take that training and tailor it to the needs of CDFI Fund personnel. The training course should enhance the CDFI Fund staff’s understanding of strategic community and economic development issues when evaluating and analyzing business plans submitted by non-profit and for-profit mission driven organizations. The Contractor’s primary line of business should be providing such training which entails currently offering economic and community development training courses to the public. The Contractor must have extensive experience in community and economic development, experience underwriting non-profit and for-profit mission driven organizations, and/or have worked closely with these types of organizations. The Contractor must also be familiar with the CDFI Fund’s programs and mission. The following elements shall be included in the course curriculum: ·A brief introduction to the community development finance industry, including: 1) an overview of the major types of for-profit, non-profit and governmental financing entities; 2) recent trends and innovations in the development finance field; and 3) the impact that recent challenges in the credit markets are likely to have on the industry. ·An overview of organizational development issues, including best practices with respect to legal structures, board structure/governance, and ensuring accountability to low-income community residents. ·Training in understanding organizational financial statements, capital and liquidity ratios, and other elements necessary to underwrite the financial soundness of community-based financial institutions. ·Training in the underwriting criteria that community-based financial institutions use when financing business loans; mortgage loans; commercial/mixed-use real estate developments; and community facilities. ·An overview of the key community development impact data that community-based financial institutions track; the systems used for collecting this data; and the methodologies and assumptions used to project community development impacts. Short and long-term issues and concerns that should be addressed in determining a community and economic development strategy. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Small Business, Large Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, or HubZone) based on NAICS Code 611430, size standard $6.5m. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your services are available through a GSA Schedule or Open Market. Responses to this request must be submitted no later than 2:00 p.m. ET on July 3, 2008 and may be submitted electronically to PSB2@bpd.treas.gov to the attention of Geoff Barnes. This notice does not restrict the Government to an ultimate acquisition approach.
