Description
NOTICE OF INTENT SOLE SOURCE SYNOPSIS ***NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Oxford Instruments America, Inc., of Concord, Maine, for the purchase of a Vericold Dilution Refrigerator. ***The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for a Vericold Dilution Refrigerator that will meet the demands of the Laser Radiometry Project here at NIST, the NIST. This refrigerator will serve as the cooling vessel for the next generation cryogenic radiometer. Oxford Instruments America, Inc. is the only vendor that offers a refrigerator system that employs a "pulse tube" cooler that obviates the need for liquid helium. These characteristics meet our technical requirements. Specifically, no other vendor can meet the NIST requirement for a Vericold Dilution Refrigerator that can allow a single vacuum chamber and direct optical access to the mixing chamber, which is not the case in traditional dilution refrigerators. Oxford is the only vendor that sells a cryogen-free dilution refrigerator (VeriCold Dilution Refrigerator DR400-10) that meets the following specifications: cooling power of greater than 400uW at 100mK and a base temperature of 10mK or less. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 11 calendar days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
