- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition (FAR) Subpart 12.102 (g) and in the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is SA1301-8-RQ-0027. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The full text of clauses referenced herein may be accessed electronically at http://www.acqnet.gov/far/. The NAICS code is 541110 LEGAL SERVICES, and the associated small business size standard is $6.5M. The duration of this contract is from date of award through June 30, 2009 with two one year option periods. THIS IS A 100% TOTAL SMALL BUSINESS SET-ASIDE Request for Quote. The Government contemplates award of a Requirement Contract, FAR 52.216-21, resulting from this RFQ. Vendor must be actively registered in the Central Contractors Registration, CCR, in accordance with 52.204-7. This solicitations and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (FedBizOpps) site www.fedbizopps.gov or www.eps.gov. Background: As part of a U.S. Government inter-agency process, the U.S. Department of Commerce has been providing technical assistance (Capacity Building in Commercial Law) to the judiciaries of several Arab countries. The Commercial Law Development Program (CLDP), an entity of the Department of Commerce specializing in technical assistance, manages programs and shares expertise with other USG agencies. CLDP’s technical assistance to the judiciaries of several Arab countries is expanding. The present Statement of Work describes the work to be performed by a Contractor in support of CLDP’s expanding activities under the program. Through the present contract, the Contractor will assist CLDP in interfacing with the Iraqi Ministry of Justice, the Higher Judicial Council, and the Judicial Training Institute to help organize and run seminars and workshops for Iraqi judges and lawyers. The Contractor may be asked to interface with judicial bodies of other Arab countries as well.
