Description
American Embassy is searching for sources for Integrated Library System (ILS). THIS IS A SOURCES SOUGHT NOTICE. This notice is for information and planning purposes only. This is not a request for quotations and does not commit the government to award a contract: therefore, no solicitation is available at this time. This notice is for market research purposes to determine the availability of potential vendors that can provide the following services: Provide an Integrated Library System (ILS) to four American libraries in India with the following capabilities: Support the use of international standards in the field of library and information management, such as MARC format, etc. Meet the needs of a multi-site library or knowledge management resource center. Offer basic modules such as Cataloging (with an easy-to-use MARC Editor), Serials, Circulation, Acquisitions and OPAC for its users with flexibility, scalability and ease of use. Provide complete data extraction from the present software, deployment and support of a library automation software application, assistance in technical setup, software support, maintenance, as well as training to the staff. Complete various components ranging from: 1) Pre-data migration consultation. 2) Migration of Bibliographic data from IRO (Information Resource Office), New Delhi’s Union database for all the four libraries to the vendor’s system. 3) Migration of Circulation data from all the four libraries (New Delhi, Kolkata, Chennai & Mumbai). 4) Extraction of Serials data from all the four libraries. 5) Extraction of Acquisition data from a stand-alone version of Libsys. 6) Setup and assistance with initial catalog configuration and customization. 7) Support for Integrated systems to include network access and monitoring; system maintenance and ILS software and services; and help desk support. ILS custom programming may also be included. 8) Regular upgrades as per the standards. 9) Staff training for the use of various modules for all posts. 10) Ongoing support for the IRO staff. Include the below functional capabilities within the American Center’s specific requirements: 1. Demonstrated ease of usability for searchers with multiple options for search interface such as basic, advanced, guided search, etc. 2. Demonstrated ease of usability for library staff as administrators. 3. Support for local customization of search interface and ‘look and feel’. 4. Robust, accurate, fast search functionality. 5. Support for Boolean, wildcard/truncation, proximity searching. 6. The ILS should display the collections of all four branches, with item status information available online. In addition, the OPAC should allow a search to be limited to one particular branch or combined locations. 7. Option to search full-text of electronic documents in addition to standard metadata. 8. Option to create and search multiple library collections/locations/format types, etc. 9. Integrated features/multiple options for exporting, saving and printing search results (e.g., integrated email functions). 10. Cataloging templates available for multiple resource types/support for on-the-fly cataloging. 11. MARC 21 rule compliance. 12. Custom cross-reference identification and authority files. 13. Easy Copy cataloging for both the MARC21 and OCLC MARC formats. 14. Integrated functionality to manage library’s bibliographic, authority control, and item records. 15. Custom record options and record maintenance 16. Easy import of catalog records from multiple formats (MARC,.doc. xls, xml, etc). 17. Search and replace function for global changes. 18. Built-in link checker for electronic resources. 19. Compatibility with the 3M tattle tape security system 20. Capacity to create temporary item records (for checkouts) from the Circulation Module. 21. Compatibility with Z39.50 or other web-based protocols to ensure smooth communication between various dabases. 22. Acquisitions module should support various functions, including material requests, purchase orders, receiving, claiming, cancellation, verification of items against outstanding orders, and budget and fund accounting. 23. Acquisitions module should allow for various searching options, including author, title, publication date, ISBN, publisher name, purchase order number, vendor’s name, and fund code 24. Acquisitions module should support ordering of multiple copies, either for one site or for multiple sites. 25. Acquisitions module should generate various statistical reports, including canceled items, items not yet received, items on order, received items, unavailable items (out-of-print/out-of-stock, etc.). 26. Serials management – capacity for handling such problems as irregular periodicity, special issues, title change, multiple subscriptions at multiple locations, and tracking and vendor notification for delayed/missing issues. 27. Support for patron information import from Excel. 28. Batch check-in/out. 29. Support web-based requests for items/putting items on hold. 30. Email option for overdue notices, including notices for serials. 31. Tracking and reporting. - Multiple pre-defined reports included for circulation, collection analysis, inventory, user activity, membership statistics, etc. - Provision for creating additional customized reports. - Possibility to have reports output to multiple formats including ascii, doc, html, pdf, xls, for printing, saving or emailing. Provide software upgrades for each module as a part of maintenance. Ensure module requirements are met for all posts: IRO, New Delhi- Centralized Cataloging, Acquisition, OPAC. New Delhi Library- Circulation, OPAC, Serials. Kolkata Library- Circulation, OPAC, Serials. Mumbai Library- Circulation, OPAC, Serials. Chennai Library- Circulation, OPAC, Serials Provide Help Desk Support and be available to answer technical questions submitted by a designated point-of-contact (POC) for each of the four libraries and by the POC in the IRO (Information Resource Office). Provide custom programming support as required by the IRO. Ensure knowledge of the software and its capabilities in practice are transferred to the staff through hands-on training that will: •Provide in-depth knowledge of administrative functions of the software. •Provide a thorough overview of how to administer the Catalog management. •Provide guidance on customizing features and interface to best meet needs. •Include a detailed training guide/documentation for users. All responsible sources are welcome to submit a written capability statement demonstrating their ability to perform the aforementioned technical requirements. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE. Capability statements shall also include: company name, address, point of contact, phone/fax/email, business size and status. Interested parties having the capabilities necessary to perform the stated requirements may submit capability statement via email to: LEUNGJB@STATE.GOV and CC: KERCHOFFSP@STATE.GOV. Capability statements will not be accepted after July 9, 2008. The solicitation including all services required will be posted after July 9, 2008 however, that date is subject to change. ALL VENDORS WISHING TO BE CONSIDERED FOR THIS SOLICITATION MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION (CCR) DATABASE PRIOR TO AN AWARD BEING MADE.
