- NASA/DFRC has a requirement for the following Kulite parts: P/N LLE-2DC-750-15 PSIA(135 each); P/N ETL-76M-190-15A (32 each); P/N LL-7B-125-15A (35 each); P/N XTL191B-190-15A (25 each), and P/N ETL-76M-190-15A, "O" rings (125 each).NASA/DFRC intends to purchase the above Brand Name items from Kulite West of NewburyPark, California in accordance with 10 U.S.C. 2304(c)(1), Only One Responsible Source andNo Other Supplies or Services Will Satisfy Agency Requirements. These specific sensorshave been selected due to the "form, fit, and function" specifications of the sensors andhow they accomplish the measurement and operation requirement set forth by the Project. These products has the best form, fit and function within the measurement and aircraftinstallation bounds that have been set by the SOFIA ORD requirements. Award of anothername brand sensor would result in substantial duplication of costs that is not expectedto be recovered through competition. Award to any other source would result in failureto meet the SOPHIA platform flight testing schedule.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30PM (PST) on July2, 2008. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
