- The U.S. Coast Guard (USCG), Maintenance and Logistics Command Atlantic (MLCLANT), Norfolk, VA is procuring ARMED SECURITY GUARDS and PATROL SERVICES to be performed at U.S. COAST GUARD Air Station (AIRSTA) BORINQUEN, Aguadilla, PUERTO RICO and SECTOR SAN JUAN, San Juan, PUERTO RICO. The contractor shall furnish all labor, materials, equipment, supplies, transportation, supervision, and management necessary to provide Armed Security Guards and Patrol Services in compliance with all local, state, Puerto Rico and Federal laws. These services are required for the protection of personnel, property, facilities and land at AIRSTA BORINQUEN (Housing Complex, Hangar Complex, Lighthouse Area, CGES property to include the airport west facility, and Ramey School); and, at SECTOR SAN JUAN (to include the Rio Bayamon Family Housing). This requirement is set-aside 100% for eligible 8(a) firms under the COMPETITIVE 8(a) PROGRAM in accordance with FAR Subpart 19.805. The applicable North American Industry Classification Standard (NAICS) Code is 561612 (Security Guards and Patrol Services) with a size standard of $17.0 Million. For the calculation of annual receipts and number of employees see parts 121.104 and 121.106 in the SBA’s Small Business Size Regulations, http://www.sba.gov/regulations/121/. The solicitation will be issued in accordance with the policies and procedures contained in FAR Part 12, Acquisition of Commercial Items, and the procedures in FAR Part 13.5, Test Program for Certain Commercial Items. A Firm-Fixed Price services type contract with a Requirements portion will be awarded for a Base Year, starting 01 OCTOBER 2008 through 30 SEPTEMBER 2009; and, Four Option Years, of 12 months each, not to exceed 5 years/60 months, if exercised by the Government. The solicitation, REQUEST FOR QUOTATION (RFQ) HSCG84-08-Q-AA7221, will be issued on or before 11 JULY 2008 with a closing date of receipt of quotes on or before 11 AUGUST 2008, which will be posted on the Governmentwide Point of Entry (GPE) at http://www.fedbizopps.gov. No paper copies of the solicitation and/or amendments will be distributed. CURRENT CONTRACT INFORMATION: ARMED SECURITY GUARDS and PATROL SERVICES are currently provided at both AIRSTA Borinquen and SECTOR San Juan by EAGLE TECHNOLOGIES, Lanham, MD under Contract DTCG84-04-C-AA7033 (expiring 30 September 2008), also solicited utilizing 8(a) competitive procedures, which was awarded 12 November 2003, effective 01 December 2003, in the amount of $832,081.40 for a Base Period (12/1/2003 – 9/30/2004) plus four Option Years for a total value of $4,743,290.96. After several scope increases and decreases and wage adjustments, the current five year value is approximately $4,928,148.98.
