Description
This is a combined synopsis/solicitation for commercial/supply and service items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The United States Coast Guard (USCG) intends to award a firm-fixed price contract under Federal Acquisition Regulation (FAR) Parts 12 and 13. This solicitation, HSCG23-08-Q-ARS008, is being issued as a Request for Quotation (RFQ), which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-26.The North American Industry Classification System (NAICS) code for this acquisition is 334511, with a small business standard size of 750. The parts to be procured make up the Scaleable Integrated Navigation System (SINS) package. The following parts to be purchased: 1.Furuno GP-37 4.5 inch monochrome LCD Display, QTY 26 Each 2.Furuno PG1000 Digital Heading Sensor, QTY 26 Each 3.Furuno RDP149NT Radar Plotter, QTY 26 Each 4.Furuno RSB0071-057 24 inch Radome, QTY 26 Each 5.Furuno 000-138-970 15m signal cable, QTY 26 Each 6.Furuno RD30 Remote Display, QTY 26 each 7.Furuno 235DT-PSE plastic through hull digital depth and temp sensor, QTY 26 Each 8.Furuno 000-154-054 6 pin data cable, QTY 26 Each 9.Furuno 000-154-028 cable, QTY 26 Each Delivery is FOB Destination USCG RB-S PRO, C/O Safe Boat International, 8800 Barney White Road, Port Orchard,WA 98367. Acceptable delivery dates are between August 1, 2008 and August 14, 2008. All CLINS are for FURUNO USA BRAND NAME ONLY. BRAND NAME JUSTIFICATION: This requirement is for the acquisition of Furuno, USA Inc. parts to be used in the Scaleable Integrated Navigation System (SINS), scaleable to platform for the Response Boats –Small (RB-S). This is the standard navigation package on all 457 RB-S. The U.S. Coast Guard is the United States’ primary maritime operating agency. In this role, the Coast Guard’s fleet of small boats provides an essential element in maintaining the nation’s economic, environmental, and military security. In support of the Coast Guard missions, a requirement exists to upgrade the navigational systems on all legacy small boat assets due to the obsolescence of the existing systems. Standardization of these integrated navigation systems markedly improved operational effectiveness, efficiency, and safety, while decreasing support burdens and total ownership costs (TOC). In accordance with 10 USC 2304 as implemented by FAR 6.301-1(b)(4), the standardization of theses items were approved by DHS on 1/6/2004 and is validate for seven years from the date of approval. The following provisions and clauses apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial items. All firms must be registered in the Central Contractor Registration Database at www.ccr.gov in order to be considered for award. FAR 52.212-2(a), Evaluation, Commercial Items, applies to this acquisition. Quotes will be evaluated on lowest price meeting technical specifications. The provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items, is applicable to this acquisition. All vendors must be registered in Online Representations and certifications (ORCA) (https://orca.bpn.gov) at the time of Quotation submittal. FAR 52.2212-4, Contract Terms and Conditions, Commercial Items, FAR52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders.
