Description
STATEMENT OF WORK 1.0 Background: The College of Distance Education (CDE), Naval War College has a requirement to conduct four (6) non resident evening courses in the following areas: Annapolis, MD Joint Maritime Operation, Fleet Seminar Program Washington, DC Joint Maritime Operations, Fleet Seminar Program Norfolk, VA Joint Maritime Operations, Fleet Seminar Program Pearl Harbor, HI Joint Maritime Operations, Fleet Seminar Program Norfolk, VA Strategy and War, Fleet Seminar Program Patuxent River, MD National Security Decision Making Course The courses are essentially the same as taught in residence at Newport, with the CDE resident faculty preparing the course syllabus, procuring teaching materials, and funding administrative expenses. Because the site of the course is removed from the Naval War College it is necessary to contract individuals who reside in the areas listed above to serve as instructors and local administrators for the courses. The qualifications for these positions are unique in that they require a combination of professional education, naval warfare operation experience, a familiarity with Naval War College missions and functions, and competence in teaching at the graduate level. 2.0 Period of Performance: The contract is to be executed during the period of August 1, 2008 to June 5, 2009. 3.0 Place: See paragraph 1.0 above. 4.0 Government Furnished Material: In support of this contract the Naval War College will make arrangement for and provide classrooms at locations specified in paragraph 1.0. above. The instructors will be provided a Syllabus upon which the course is to be based and a copy of each of the texts/study materials required by that Syllabus. 5.0 Objectives : 5.1 JMO – Objectives are to develop student understanding of and an appreciation for those factors which must be considered in the employment of maritime forces, in peacetime and wartime, to achieve national policy objectives. 5.2 S&W – Objectives are to prepare the student for the advanced stages of a professional career in which he/she may be deeply involved in the interactions between military power and the political process and between strategy and military operations. Emphasis is placed on the complexity and ambiguity of the decision making process, no, in the past, and in the future. 5.2.1 S&W Course address 12 topics : 5.2.1.1 Master of War: Clausewitz, Sun Tzu and Mao 5.2.1.2 Sea Power, Joint and Combined Operations and irregular Warfare – The American War For Independence 5.2.1.3 The Rise and Fall of Imperial Germany: The Wars of German Unification and the First World War 5.2.1.4 Clash of Cultures: Maritime Strategy, Joint Operations, and War Termination in a Limited Regional Conflict – The Russo-Japanese War 5.2.1.5 Waging Total War: Interdependence of Sea, Air, and Ground Operations – The U.S. in the European Theater of the Second World War 5.2.1.6 Victory at Sea: Prewar Planning, Military Transformation, and Joint Operations in a Modern Maritime War – The Pacific War 5.2.1.7 Clash of Ideologies: Fighting and Terminating a Major Regional War- Korea, 1950-1953 5.2.1.8 Bitter Defeat: Insurgency, Counterinsurgency, and Interagency Operations in a Failing State – The Vietnam War 5.2.1.9 The Past as Prologue? Confronting Terrorism and Insurgency in the Muslim World – The French-Algerian War, 1954-1962 5.2.1.10 Toward a New World Order? Joint and coalition Operations in a Major Regional War – Iraq, 1990-1994 5.2.1.11 On the offensive Against Terrorists and Tyrants: Multi-Theater Strategy and Interagency Operations in the Long War – Afghanistan, Iraq, and Al-Qaeda 5.2.1.12 Rethinking Maritime Strategy: Sea Power In the Twenty-First Century – Emerging Missions, Doctrine, Technology 5.3 National Security Decision Marking – Objectivies are to increase understanding of key concepts and issues that impact on, and are useful in, the choosing and programming of future joint military force structure; to increase ability to critically apply the results of analysis to decisions involving complex, resource-constrained national security issues; to increase understanding of political, organizational, and behavioral phenomena that influence national security decision making and implementation; and to increase ability to perform effectively as an intermediate-level decision maker, commander, or member of a staff in the national security decision making structure. 6.0 Performance Requirements for all subject areas (JMO, S&W): 6.1 Prepare for, conduct and administer the required number of seminar meetings of a Naval War college course in accordance with the applicable Syllabus. 6.2 Forward a ten-session status report not later than November 14, 2008 6.3 Provide a mid-term grade report to the Contract Monitor no later than January 23, 2009 6.4 Provide a final grade report to the Contract Monitor on each student assigned to the class submitted as follows: 6.4.1 For disenrolled students. Submit the report immediately upon the disenrollment of the student 6.4.2 For students who complete normally. It shall be completed in full and submitted as soon as possible after the final exam to arrive in Newport not later than May 29, 2009 for overall graduates and not later than June 5, 2009 for other students. IN NO CASE SHALL THE INSTRUCTOR ASSIGN FINAL COURSE GRADES OF “A+”, “A”, OR “A-“ TO MORE THAN 50% OF THE STUDENTS ASSIGNED TO THE SEMINOR (bases on enrollment at the 4-week report point) 6.4.3 For students who are “Incomplete” as of May 25, 2009. Submit the report immediately following the scheduled final exam. Should the student complete the missing requirements prior to June 5, 2009, than a second “Final Grade Report,” marked “SUPPLEMENTAL” shall be submitted. 6.4.4 Provide an end-of-course memorandum including recommended changes, additions, and deletions to curriculum administration and other suggested alterations of course structure and content not later than June 5, 2009 6.4.5 In the event the instructor is unable to teach a scheduled session, he/she will notify the contract monitor and recommend a substitute for that session. 6.4.6 Not more than quarterly, the contractor may be required to attend meetings with the Fleet Seminar Program liaison officer assigned to your seminar. Liaison Officers meeting location will be within the local area of the seminar. 6.4.7 NEASC accreditation standards require that “The institution maintains direct and sole responsibility for the academic quality of all aspects of all (off-campus) programs” and “On-campus faculty have a substantive role in the design and implementation of off-campus programs”. Accordingly, adjunct faculty should be prepared to: 6.4.7.1 Accept periodic visits from full-time NWC faculty colleagues for the purpose of observations and peer evaluations. 6.4.7.2 Submit copies of a cross-section of student papers and exams to document student mastery of learning objectives as requested. 6.4.7.3 Provide brief written reports indicating the positive and/or negative impact of each seminar visit by guest lecturers and observers. 6.4.7.4 Certify that their classes are conducted in compliance with published attendance policies. 6.4.8 The instructor must have access to E-Mail in order to facilitate communications with students and CDE faculty. 6.4.9 The instructor will attend a contract briefing conference in Newport, RI, in August 2008. If he/she attends, the instructor will be reimbursed for travel expenses and per diem only. Provision is provided in basic contract for $250.00 per day labor cost for participation. 7.0 Course Specific Requirements: 7.1 JMO – Annapolis, MD Requirements Hours # of Sessions: 35 105 hours Course Prep Hours 40 hours TOTAL CONTRACT HOURS 145 7.2 JMO – Washington, DC Requirements Hours # of Sessions: 35 105 hours Course Prep Hours 40 TOTAL CONTRACT HOURS 145 7.3 JMO – Norfolk, VA Requirements Hours # of Sessions: 8 24 Course Prep Hours 10 TOTAL CONTRACT HOURS 34 * The professor selected to teach this course will act as an assistant professor and provide support for the primary professor that has already been assigned to this course. 7.4 S&W - Norfolk, VA Requirements Hours # of Sessions: 32 96 hours Course Prep Hours 40 TOTAL CONTRACT HOURS: 136 7.5 JMO - Pearl Harbor, HI Requirements Hours # of Sessions: 10 30 hours Course Prep Hours 11 TOTAL CONTRACT HOURS: 41* The professor selected to teach this course will act as an assistant professor and provide support for the primary professor that has already been assigned to this course. 7.6 NSDM – Patuxent River, MD Requirements Hours # of Sessions: 35 106 Course Prep Hours 40 TOTAL CONTRACT HOURSE: 146 8.0 Minimum Qualifications: The qualifications for this position are unique in that they require a combination of professional education, joint and naval warfare operational experience, familiarity with the Naval War College missions and functions, and experience and competence in teaching the NWC curriculum at the graduate level using the NWC methodology. The following Knowledge, Skills and Abilities specific to each course apply: 8.1 Strategy & War Ph.D. in Military History, History or International Relations- Desired Joint Professional Military Education Phase 1 –Desired 8.2 Joint Maritime Operations: Ph.D. – Not Required Joint Professional Military Education Phase 1 – Highly Desired Joint and Naval Warfare Operational Experience – Required 8.3 National Security Decision Making Course Ph.D. in International Relationss; National Security Affairs – Preferred Joint Professional Military Education Phase 1 - Desired EVALUATION FACTORS Evaluation The Government will award a (GSA Task Order or Purchase Order) resulting from this RFQ to the responsible offeror whose quotation represents the Best Value to the government, price and other factors considered. The following Factors shall be used to evaluate offers. Evaluation Factors : Cost/Price Cost and pricing data will be broken down by, Labor (labor category, hourly wage and number of hours) Other Direct Costs, (complete break down of ODC's, if applicable) Experience 1. Personnel Experience: Contractor will submit resumes for personnel performing under this contract annotating intended labor category. Resumes shall not exceed five pages in length. To meet this factor, see minimum qualifications section within the Statement of Work. Past Performance Contractor to provide past performance data on same or similar work from three previous contracts. For confirmation of data the contractor will provide points of contact and phone numbers. Offerors lacking relevant past performance will receive a neutral rating. The government considers Experience/Past Performance to be more important than price. However, the government will not select an offeror for award on the basis of relatively superior capability without concern for cost /price. The relative impact the Experience/Past Performance and price will have on the source selection decision will depend, in part, on the degree of differences amoung the competing offerors. ADDITIONAL NOTIFICATION The Line Items of this Request for Quote may be segregated into smaller requriements for the purpose of awarding more than one contract. Therefore vendors are encourage to quote on either all or some of the line items listed on this RFQ. It will be upto the decretion of the contracting officer weather issuing multiple segragated contracts will be in the best interest of the government.
