Description
The U.S. Citizenship and Immigration Services (USCIS) seeks assistance in developing and implementing strategies for improved customer service (external users) through its training environment and corresponding products. In an effort to meet the growing demands of the nearly 40,000 E-Verify system users and numerous Systematic Alien Verification Entitlements (SAVE) system users, USCIS seeks ways to improve and enhance the training environments used by external users (both employers and benefit issuing agencies). Training environment modernization tasks include design, development and implementation of technologically advanced training delivery methods through training platforms, manuals, guides, etc. and to improve the existing delivery systems for a more user-friendly environment, evaluation, strategic planning and administrative tasks. The principle place of performance will be at the selected contractor’s facility however it is expected training sessions may be necessary at USCIS offices. USCIS intends to set this acquisition aside, in accordance with FAR 19.1305 for exclusive participation of firms located in a Historically Underutilized Business Zone (HUBZone). USCIS intends to award a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with task orders to be issued on either a Fixed Price or Time & Materials basis. It is anticipated that this will be a one year contract with two option years. FAR Part 12, Commercial Items and FAR Part 15, Contracting by Negotiation procedures will be used. The solicitation will contain the Statement of Work and evaluation factors and is expected to be posted to the Federal Business Opportunities (www.fbo.gov) website not sooner than 15 days after publication of this synopsis.
