- REQUEST FOR INTEREST AND QUALIFICATIONS STARTUP AND COMMISSIONING SERVICES FOR THE CHEMISTRY & METALLURGY RESEARCH REPLACEMENT (CMRR) RADIOLOGICAL LABORATORY UTILITY OFFICE BUILDING (RLUOB) PROJECT Los Alamos National Laboratory (LANL) is seeking expressions of interest from qualified firms for the following scope of work and requirements: SCOPE OF WORK Sub-contractor shall provide startup, commissioning, testing, test equipment, and calibration services, qualified to NQA-1 2000 standards, to supplement LANL's oversight responsibility for the CMRR RLUOB Project and Operations support. Specific deliverables shall include but not be limited to: • Startup/Commissioning/Acceptance Testing services, procedure development, field testing. • Oversight services including oversight of sub-contractors commissioning activities and tracking the progress of the sub-contractor commissioning program. • Oversight of sub-contractor testing of low, medium, and high voltage equipment and systems. • Provide certified metrology and calibration services, including calibration of measurement and test equipment and calibration of permanent installed facility instrumentation and control systems. • Rental, and/or repair of measurement, test, and diagnostic equipment to support all startup and commissioning activities. • Operations support to include MSA preparation, Operational Management, Conduct of Operations, Engineering, Maintenance, and Training Implementation. REQUIREMENTS • Startup Engineers shall be certified to ASME NQA-1 2000, level ll, with minimum of ten years of experience in commercial nuclear power testing, operations, and/or DOE projects. • QA Program that is NQA-1 2000 compliant. • Measurement, test, and diagnostic rental equipment shall be certified and traceable to NIST standards. • Calibration services shall be NIST traceable and meet the requirements of ANSI/NCSL Z540-1 and ISO/IEC 17025 standards. • Compliance with 438.1A Maintenance Management Program for DOE Nuclear Facilities and 5480.19 Conduct of Operations Requirements for DOE Facilities • Compliance with ASME NQA-1 2000, Quality Assurance Requirements for Nuclear Facility Applications ESTIMATED PERIOD OF PERFORMANCE: 3 - 5 years To demonstrate your interest and qualifications, please submit the following information: 1. Evidence of Start-Up Engineering resources meeting the above criteria. 2. Evidence of a NQA-1 2000 compliant QA Program. Your response is requested on or before July 7, 2008.
