- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), is issuing an intent to negotiate a sole source procurement with Hyperic Incorporated, in support of the Hyperic software maintenance, licensing and technical support services, for the National Environmental Satellite, Data, and Information Service (NESDIS). The requirement for the software will be used to continue support in the NESDIS effort in providing timely access to global environmental data from satellites and other sources to promote, protect, & enhance the Nation's economy, security, environment, and quality of life. Hyperic is the only known source capable of providing cross platform enabled software that provides both monitoring of host statistics and monitoring individual applications. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 541512. The size standard is not to exceed $21,000.000.00. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR clauses 1352.239-73 Security Requirements for Information Technology Resources (Dec 2006) will apply. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by July 2, 2008. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
