- The Department of Health and Human Services, Program Support Center intends to award a sole source contract to Abt Associates, Inc on behalf of the Office of the National Coordinator for Health Information Technology. Pursuant to 41. U.S.C.. 253(c)(1) there is only one responsible source for this project. This requirement is for the adjudication and reimbursement of claims for a pilot study to test the value of secure messaging technology. Based on groundwork completed under a previous contract, Abt Associates has established relationships with the pilot sites that will participate in this project and is very familiar with secure messaging technology and the technology vendors with which the sites have contracted. Abt Associates is in the unique position of already working closely with each of the pilot sites and their employees (participating clinicians) to ensure the success of this pilot project. Abt Associates also has formed a team of experts with the capability to provide technical assistance to the sites throughout the duration of the project, a feature which is crucial to the success of this project.
