Description
NASA/LaRC has a requirement for two (2 ea) Single Mode Fiber Amplifiers, includingelectronics driver and power supply. These fiber amplifiers, operating at 1.5 micronwavelength, will be used as the transmitter for the development of a compact coherentdoppler lidar capable of precision meaurements of vehicle altitude of velocity. NASA LaRC intends to purchase the items from IPG Photonics Corporation, who is the onlyknown source capable of providing this unique fiber amplifier.NASA LaRC purchased thesame amplifier from IPG Photonics in 2004 and it was used in the development of abreadboard lidar system. The fiber amplifiers being procured in this acquisition willreplace the previous amplifier. All the fiber amplifier electronic and opticalinterfaces developed for the breadboard system will be utilized for the amplifiers beingprocured under this acquisition. It would take substantial time and Government resourcesfor another company to develop a similar product and revise all the interfaces to matchup with the current system, which is not expected to be recovered through Competition. Sole Source authority is FAR 13.106. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 7, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
