Description
The Millennium Challenge Corporation (MCC) is a Federal Corporation created by the Millennium Challenge Act of 2003 and funded under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004. The MCC was created in February 2004 and employs approximately 300 staff members. The MCC mission is to work internationally with some of the poorest countries in the world. To work effectively with the recipient countries, MCC outsources administrative operations that are not essential to meeting its mission. Therefore, in keeping with its mandate and federal guidelines encouraging shared service centers, MCC receives financial management services from a federal center of excellence. The purpose of this acquisition is to acquire an Integrated Financial Management System (IFMS) for the Millennium Challenge Corporation. MCC is seeking to improve the operations of its current financial management system by expanding the scope of its associated modules and improving the efficiency of the system. This will improve the effectiveness of its financial management operations and respond to Office of Management Budget (OMB) concerns. More specifically, the purpose of an enhanced financial management system is to address MCC’s challenge to: 1.Improve the overall quality of financial management support for its operations, 2.Manage MCC costs effectively by incorporating cost accounting into its financial management system, 3.Become compliant with Office of Management and Budget (OMB) Circular No. A-127 Revised, Financial Management Systems by ensuring full interoperability of the applications supporting its business operations, and 4.Ensure that MCC has the reports it needs to enable better business management. The MCC intends to issue Request for Proposal (RFP) MCC-08-RFP-0121 for the hosting and implementation of a Commercial Off-the-Shelf (COTS) fully Integrated Financial Management System (IFMS) and daily accounting operations support. MCC has determined that the IFMS will require the following services: 1.Financial Management System Support and Operations (Integration Services and Software Licenses, Hosting Services, and Helpdesk Operations) and 2.Accounting Operations (Financial Statement Preparation and Reporting, General Accounting, and Financial Transaction and Payment Processing). To fully support MCC operations, the IFMS functions and modules should include, at a minimum: 1.General Ledger Management and Financial Reporting, 2.Ad hoc Reporting and Data Analysis Tool, 3.Accounts Payable and Payment Management, 4.Accounts Receivable, 5.Fixed Asset Management, 6.Budgetary Control, Budget Formulation, 7.Cost and Projects Accounting, 8.Travel Accounting and Cost Management, 9.Credit Card/Purchase Card Management, and 10.Automated Procurement Writing System. The selected provider must be capable of delivering a federally compliant solution at a competitive cost. The IFMS acquisition will include the procurement of all necessary materials and services to implement, operate, manage, and maintain the desired federally compliant financial management system environment. Data migration from the current service provider to the new financial management system environment as well as training of MCC personnel on the new financial system environment will be a part of this acquisition. In accordance with the guidance provided by OMB for the Financial Management Lines of Business, MCC will utilize Federal or commercial shared service centers or non-governmental qualified providers for financial system hosting services and transaction processing. This acquisition will be competed using full and open competitive procedures in accordance with FAR Part 15, Contracting by Negotiation, to the offeror who’s negotiated proposal represents the best value to the Government. MCC intends to award a firm-fixed-price (FFP) contract utilizing a two-year base period with 4 two-year option periods. The solicitation is open to all U.S. businesses and U.S. governmental entities. The NAICS code for this acquisition is 541611 – Administrative Management and General Management Consulting Services. MCC anticipates posting the solicitation on the FEDBIZOPPS website on July 15, 2008. The anticipated proposal receipt date is August 25, 2008.
