- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition (FAR) Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. SERVICES: The contractor shall perform on-site interior and exterior Field Review of Appraisals for the U.S. Department of Housing and Urban Development (HUD) Santa Ana Homeownership Center (SAHOC). Geographic Area: State of Hawaii. The U. S. Department of Housing and Urban Development (HUD) is issuing Request for Quotations (RFQ) number Q8C5AAC0013. This is a 100% Small business Set-Aside. The NAICS code is 531320 and the size standard is $2 million average receipts during the last 3 years. DEFINITION: This is a Requirements contract as defined at Subpart 16.503 of the Federal Acquisition Regulations (FAR) and in FAR 52.216-21, Requirements, herein. Services provided by the Contractor under this contract shall be secured by the issuance of delivery orders placed in accordance with the Statement of Work and FAR clauses 52.216-18 Ordering and FAR 52.216-19 Delivery Order Limitations. The estimated number of cases per year is 44. The purchase order has a base period of one year, and two one year option periods. This is a procurement issued under the Simplified Acquisition Procedures (SAP) FAR Part 13 and during the entire base and two option periods the purchase order must not exceed $100,000. The solicitation consists of the following attachments: •SF 1449 – Solicitation/Contract/Order for Commercial Items •SAP Provisions and Clauses for the Purchase of Services and Supplies over $3000 (Commercial Items). •Statement of Work (SOW) •Administrative Provisions •Quotations Instructions and Conditions •Factors for Award Please note that facsimile or on-line submission of quotations will be not be accepted. The deadline for submission of quotations is July 22, 2008 at Noon (Central Time). Successful offerors must be registered in the Central Contractor Registration system at: http://www.ccr.gov. The Contracting Officer will issue an order to the responsible offeror whose submission will be most advantageous and offers the overall best value to the Government, price and other factors considered. HUD may issue an order to other than the lowest priced submitter. Submit prices for base and two option years as HUD will consider the offers for the two option years as well as the base year, in determining the best value.
