- This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 13.5, Test Program for Certain Commercial Items, as supplemented with additional information included in this announcement. This solicitation incorporates provisions and clauses in effect in the March 2005 FAR Revision, including all FAR Circulars issued as of the date of this synopsis. It is the intent of the Center for Information Technology (CIT), National Institutes of Health (NIH), to negotiate on a sole source basis with BIOBASE Corporation, 100 Cummings Center, Suite 420B, Beverly, Massachusetts 01915, to acquire a renewal of CIT’s subscriptions to the following BIOBASE software products and support: (1) Proteome BioKnowledge® Library (BKL) which includes the PROTEOME™, TRANSFAC®, and TRANSPATH® databases; (2) ExPlain™ Analysis System; and (3) software maintenance and professional training for these BIOBASE propriety software products. The period of performance shall consist of a Base Period of 12 months with four (4) successive 12-month Option Periods. Since August 2002, NIH has subscribed to these web-based databases that are used by NIH researches to access yeast genomic and protein information. These databases serve as resources to provide data regarding mammalian-specific protein-protein interaction data. The Proteome BioKnowledge Library consists of six database volumes of biological information about proteins. Each volume focuses on a different organism important in pharmaceutical research. Proteome scientists manually collect and curate the information in each volume that represents thousands of independent research results. The database currently contains information about more than 60,000 scientific references on more than 80,000 proteins, including data on protein classification and function. Subscribers to the database can quickly access available information about proteins of interest and use its search capabilities to reveal biological connections that would otherwise be buried in the scientific literature. Each volume of the database is updated weekly. Volumes continually expand as new content is published. NIH researchers use this tool to analyze current publications regarding yeast, and to validate the results of their research. The information in the BIOBASE Proteome Database includes predicted properties of the Open Reading Frames (that are not available from any other database source) and scientific literature concerning the gene and its product. BIOBASE’s ExPlain software product is a gene expression analysis platform that promotes biological interpretation of large-scale data, such as gene expression, proteomics and ChiP – chip data. ExPlain provides the unique ability to generate hypotheses regarding the upstream cause(s) leading to observed gene expression changes. In particular, ExPlain can identify potential therapeutic targets that are not necessarily part of a differentially expressed gene set. The methods used by ExPlain go above and beyond traditional signal transduction and gene regulatory network data expressions by considering the molecular mechanism(s) that could have caused the experimentally observed changes in gene expression. CIT has determined that BIOBASE’s Proteome BKL and ExPlain Analysis System, including software maintenance and training support, are the only commercially available software applications that can meet all of the requirements stated above. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsible and responsive sources may submit descriptive literature fully documenting their software products and support specifications which will be considered by the agency. Sources interested in responding to this notice must be able to provide software products that can fulfill all of the software requirements specified above. Information received in a timely manner will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to conduct a competition for this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. This requirement is being processed for CIT by the National Library of Medicine (NLM). NLM intends to make an award for this commercial item in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items.
