- NASA/LaRC has a requirement for spare parts and equipment for the Liquid NitrogenPlant provided under NASA Contract NNL06AA32C. NASA/LaRC intends to purchase the items from Air Products and Chemicals (APCI) under thestatutory authority of 10 U.S.C. 2304(c )(1), only one responsible source available andno other type of supplies will satisfy agency requirements. The equipment and hardwaremust be maintained to original specifications in order to meet the performance, safety,and reliability that NASA has required in the referenced contract. Replacement hardwaremust be obtained directly from APCI to maintain these performance parameters. APCIeither directly manufactures this equipment and components or has developed a proprietaryspecification with its suppliers to provide customized components through global supplyagreements for their plants worldwide.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 7, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
