Description
Naval Facilities Engineering Commnad Southwest intends to award a contract, on a sole source basis, in accordance with Simplified Acquisition Procedures the aggregate amount of which will not exceed $100,000.00 to Kiva Biological Consulting, Inyokern, California. The purpose of this acquisition is to obtain technical services to monitor tortoise health by examining live tortoises and taking and analyzing tortoise blood samples during 2009 with an option to conduct additional assessments in 2010. Work will occur primarily in three training areas; Lavic Lake, Rainbow Canyon and Noble Pass. Monitoring tortoise health in the field will improve the understanding of the general health of Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palmss tortoises, help document severity of disease threats, and help conserve the species. The statutory authority permitting other than full and open ompetition is 10 U.S.C.2304(c)(1), as implemented by Federal Acquisition Regulation, Part 6.302-1, only one responsible source and no other suplies or services will satisfy the agency's requirements. This project requires a United States Fish and Wildlife Service (USFWS) Permit to perform the health assessments, because the desert tortoise is a listed species under the Endangered Species Act of 1972 as amended. Kiva Biological Consulting has a unique capability that no other contractor can provide at MCAGCC. Kiva personnel are experts in desert tortoise handling methods and health assessments. Due to their expertise, Kiva personnel are the only contract personnel presently authorized to take blood samples and nasal samples from MCAGCC tortoises under the USFWS research permit. This permit was just issued this spring and will not be renewed for five years.It is the Government's position that award to any other source would result in unacceptable delay in fulfilling the agency's requirement. The contract duration is approximately 365 days, with option to extend the contract.
