- Davis-Monthan AFB AZ plans to contract with Soaring Heights Communities for maintenance of 32 military family housing units for a period of two months, at which point Soaring Heights Communities is expected to assume ownership of these units. Contracting without providing for full and open competition is permitted in this case by the following exception to the requirement at FAR Subpart 6.1 -- Full and Open Competition: 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Given the nature of the requirement (skilled trades labor, on-site presence required, 24/7 availability, etc.), its small size, and the anticipated short period of performance, plus the fact that Soaring Heights Communities has the necessary on-site infrastructure as it performs the identical service for its own units, it would be impractical for anyone else to perform it. This is a notice of intent to award a sole source procurement and is not a request for competitive proposals. Firms wishing to challenge the sole source award must submit information demonstrating the ability to provide the above services (to include one-hour response to emergency service calls 24 hours per day, 7 days per week). Responses will be evaluated only for the purpose of determining whether to conduct a competitive procurement; however, a decision not to compete this requirement is solely within the discretion of the Government. The Government will not reimburse for any costs associated with providing capability information.
