Description
This acquisition is to provide Heavy Lift Rotary Wing Airlift support service to support the Colombian Military (COLMIL) forces logistics requirements for personnel and equipment/cargo transportation throughout the Republic of Colombia. This requirement includes but is not limited to: personnel, services, equipment, tools, lubricants, fuel, facilities, maintenance, security, survival equipment, administration and management functions. This requirement does not support the movement of U.S. Department of Defense personnel, equipment, or cargo. It is solely for the use of the Colombian Military (COLMIL) and their supporting agencies. Contractor shall provide evidence of certification to operate in Colombia under both Instrument Flight Rules (IFR)and Visual Flight Rules (VFR) with their proposal. Helicopters must be certified for personnel and cargo, both internal and external, IAW the Colombian Aeronautica Civil. Helicopters must be certified for hazardous material (HAZMAT) transport services under Colombian HAZMAT air transport laws and regulations. Contractor must provide proof of all required certifications with their proposal. The applicable NAICS code is 481211. This requirement will be procured using Full and Open Competition. The period of performance is for one base year from the date of award and two one-year options. Offerors should refer to sections L and M of the Request for Proposal (R FP) for details regarding the evaluation criteria and submission requirements. Interested Offerors should be registered in the Central Contractor Registration (CCR). Lack of registration in CCR may make an Offeror ineligible for award. Both U.S. and Foreign contractors are strongly urged to register at the following website: http://www.ccr.gov/. The anticipated release date of the solicitation is on or about 1 August 2008 and the anticipated closing date is on or about 1 September 2008. The RFP will be posted to the Federal Business Opportunities site at https://www.fbo.gov/. All responsible offers received prior to the closing date and time will be considered. No paper copies of the RFP or amendments will be issued. Interested sources are responsible for downloading the RFP and amendments from the website.
