- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items under the test program found at FAR 13.5, as supplemented with the additional information included in this notice and the attachments thereto. This announcement constitutes a combined synopsis/solicitation and is the only announcement that will be issued. A subsequent solicitation notice will not be issued. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS (http://www.fedbizopps.gov/) and NECO (http://www.neco.navy.mil/). The RFP number is N00244-08-R-0079. The NAICS code is 561439 and the Small Business Standard is $6.5 Mil. This is a 100% Small Business Set-Aside, competitive procurement. The proposed contract action is for the Development and Delivery of CVN Food Service Operations Manual in accordance with the Statement of Work included on the written solicitation which is attached to this combined/notice and posted on the NECO Website at (http://www.neco.navy.mil/). This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-26 and DFARS Change Notice 20080513. It is the contractors responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dars/dfars/index.htm. Responsible small business contractors capable of meeting the requirements of this solicitation are encouraged to respond to the solicitation by submitting a proposal and demonstrating their capability to meet the solicitation requirements. The anticipated period of performance is the Date of contract award through twelve months. The RFP is available for review and downloading at the following websites: www.neco.navy.mil and www.fedbizopps.gov, which includes all the terms, conditions, and clauses. This announcement will close at 4:00 p.m. July 14, 2008. Pre-bid inquires shall be submitted to the Contract Specialist, Penny Brown via e-mail at email address: penny.brown@navy.mil. All proposals shall include price(s), FOB point, a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate the capability of the contractor to meet all specifications and requirements of the solicitation. Offerors must be registered in the CCR database to be considered for contract award. Registration is free and can be completed on-line at http://www.ccr.gov/. DOD components will no longer issue awards to Contractors not registered in the Central Contractors Registration (CCR) database. Contractors are reminded they should regularly access the NECO Website to check for amendments to the solicitation.
