Description
538th ACSG has a requirement for contractor support to sustain and modify all configurations of the A-10 weapon system. The A-10 is expected to remain in AF inventory until at least 2028. This poses unique challenges in maintaining mission capability for an aging aircraft flying well beyond its original life expectancy. All task orders under this contract will fall into two primary areas: sustainment and development requirements. Sustainment is the ongoing activities and resources required to maintain mission capability, and improve mission readiness and effectiveness of the A-10 weapon system throughout its life cycle. The contractor shall perform sustainment activities as directed by task order in the technical/functional areas of avionics, structures, mechanical systems, and software. The contractor shall be capable of supporting a variety of sustainment activities in each technical/functional area including form, fit, or function changes to existing components and/or systems as a result of diminishing manufacturing sources or materiel shortages, obsolescence, reliability improvements, maintainability concerns, integrity program evaluations, failure analysis, or directed efforts. Developmental activities are inherent to modifications that provide a new capability to a weapon system. As directed by task/delivery order the contractor shall use a systems engineering approach to accomplish the design, development, integration, test, production and delivery of hardware, software, and firmware that provides new capability to the A-10 weapon system. This procurement is for a Multi-Award 10-year Indefinite Delivery-Indefinite Quantity contract, including a 5 year base, and 1, five-year option. It is the 538th ACSG's intent to solicit this requirement through Full and Open. The NAICS for this procurement is code 541330. For this procurement the 538 ACSG Project Team shall evaluate all properly received offers consistent with FAR 15.101-1, "Trade of process". As defined in FAR 15.101-1 a) A tradeoff process is appropriate when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. (b) When using a tradeoff process, the following apply: (1) All evaluation factors and significant subfactors that will affect contract award and their relative importance shall be clearly stated in the solicitation; and (2) The solicitation shall state whether all evaluation factors other than cost or price, when combined, are significantly more important than, approximately equal to, or significantly less important than cost or price. (c) This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. The perceived benefits of the higher priced proposal shall merit the additional cost, and the rationale for tradeoffs must be documented in the file in accordance with 15.406. The approximate issue date for this solicitation is 8 July 08.
