Description
This is a combined synopsis and request for proposal for an acquisition to be procured in accordance with Federal Acquisition Regulations (FAR), Subpart 12, Acquisition of Commercial Items. THIS ANNOUNCEMENT CONSTITUTES THE ONLY INVITATION FOR BID (WHICH IS ATTACHED); NO OTHER WRITTEN INFORMATION FOR BID WILL BE ISSUED. BIDS ARE BEING REQUESTED AT THIS TIME. The U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), intends to procure Installation of a Pre-Designed Home Kit for Use as the Carribbean Field Office of the National Marine Fisheries Service located in the Caribbean Field Office at Boqueron, Puerto Rico. This procurement will include site preparation, installation of footings and all formwork, installation of all concrete and masonry, installation of all utilities and connecting to existing infrastructure where possible, installation of tiles, cabinets, windows and doors, painting and all other finishing. The structure will be a minimum of 1,230 square feet and a maximum of 1,410 square feet. The structure will be located in the area of the existing office building that is to be demolished. The carport of the pre-designed structure will be modified to create FWS temporary volunteer and employee housing. The period of performance is three hundred and sixty-five (365) calendar days. The estimated price is between $25,000.00 and $100,000.00. This is a total small business set-aside. NAICS code 236115 applies. The resultant procurement action will be firm-fixed price. The Central Region Acquisitions Division requires that all contractors doing business with this Acquisitions Office must be registered with the Central Contractor Registry (CCR) and Online Representations and Certifications Application (ORCA). No award can be made unless the vendor is registered in CCR. In order to register in CCR and ORCA and to be eligible to receive an award for this acquisition office, all bidders must have a Dun and Bradstreet number. IFB Number WC133F-08-RB-0015MLW is applicable to this procurement action. In addition to price, responsive quotes must include: (1) a cover letter which shall include the firm's contact information including address, phone and fax numbers and e-mail address, (2) certification of registration in the Central Contractor Registration database, (3) a technical proposal that addresses the evaluation criteria. The following evaluation criteria, in descending order of importance, shall apply: (1) Demonstrated understanding of the scope of work; (2) Ability of the contractor to coordinate in a timely manner with the vendor of the pre-designed building kit to ensure the timely installation of the building; (3) Ability to provide equipment and purchase additional materials for the modifications to the pre-designed building plan; (4) Ability to provide alternatives and acquire and install the selected alternative to provide air conditioning throughout the designated space; and (5) Demonstrated experience with similar building installation projects in Puerto Rico. Award will be made on the ability to meet statement of work requirements and price. Technical is somewhat more important than price.
