- Subcontractor shall provide strategic advisory services to NSTec leading to a business case and follow-on decisions related to the future national security mission at the NTS in support of the Defense Experimentation and Stockpile Stewardship Programs. Subcontractor will support and advise NSTec on Special Nuclear Material missions that could be accomplished at the NTS. The primary facilities of interest at NTS are Device Assembly Facility (DAF) and the underground complex U1a. The first priority missions include work presently accomplished in the weapons complex to include energy source production. These missions could free space to allow the NNSA's highest priority missions to occur without new construction of hazard category II nuclear space, leading to significant cost savings. Subcontractor will be required to attend meetings at various locations, to include but not limited to: the Nevada Test Site, to specific project locations and/or facilities; Las Vegas facilities; the National Laboratories; outlying locations at Santa Barbara, CA; Livermore, CA; Los Alamos, New Mexico; Andrews Air Force Base; Remote Sensing Laboratory facility; and any other location required to research business case development. Deliverables will include reports, business cases, advice on NSTec developed business cases, and presentations in the formats determined throughout the project in coordination with NSTec. Period of performance is July 2008 through June 30, 2009. The subcontractor must be able to provide personnel with minimum of thirty years experience in all aspects of the weapons, science, engineering, and production activities at the senior management level. An in-depth knowledge of the research and development activities for all weapons materials including plutonium isotopes in use in nuclear weapons complex is required. Full operational knowledge and experience in nuclear complex R&D and Production facilities is essential. Must have experience and or intimate knowledge of nuclear weapons sites to provide the background with which to judge the strengths and weaknesses of proposals and business cases, as well as established professional relationships with the weapons complex. Direct experience and knowledge of operations of the Weapons Complex through service at the Senate and Congressional levels is desirable. • An active "Q" clearance is required. • During the performance period of this subcontract, the subcontractor personnel shall maintain eligibility for a DOE "Q" clearance. • Some requirements may involve personnel to be in the DOE Human reliability Program.
