Description
Notice of Intent to Sole Source The United States Army Space and Missile Defense Command (SMDC) located in Huntsville, Alabama, in accordance with FAR Part 6.302-3(a)(2)(ii)-Industrial mobilization; engineering, developmental, or research capability; or expert under authority 10 U.S.C. 2304(c)(3)(B), intends to award without competition (sole source, contract W9113M-08-D-0007, to Johns Hopkins University/Applied Sciences Laboratory (JHU). The address for this organization is 11100 Johns Hopkins Road, Laurel, MD 20723-6099; Cage Code 88898. A provision of the Competition in Contracting Act (CICA) of 1984, as codified by 10 U.S.C. 2304(c)(3)(B), authorizes non competitive contracts with educational institutions where necessary to establish or maintain essential engineering, research, and/or development capabilities. JHU is an approved University Affiliated Research Center (UARC) as authorized by the above statue and referenced in Director of Defense Research and Engineering (DDR&E) UARC management plan dated 1 May 1996 and Naval Sea Systems Command (NAVSEASYSCOM) ltr 5450 Ser 106/08-002 dated 30 October 2007. The UARC JHU may not compete against industry in response to competitive Request for Proposals (RFPs) for development or production that involve engineering expertise developed or sustained through this contract action in accordance statue 10 U.S.C. 2304(c)(3)(B). This acquisition may receive a combination of both competitive and non competitive funding from various DOD agencies under the authority previously cited. JHU possesses an extensive breadth of capabilities and has been involved in broad programs of long term research and development of major Navy and other DOD systems. The scope of the tasks to be performed under this contract will extend across several areas of science and technology; to include many different warfare elements, and may involve various types of activities from basic research to full scale operational testing. JHU has developed core competencies in research, development, test and evaluation, systems innovations, integration and engineering in support of the DODs warfighting capabilities. The primary purpose of this notice is to publicize this contract action prior to awards as mandated in FAR subparts 5.2-Synopsis of proposed contract actions and 6.3-Other than full and open competition. The contract type selected for this award is an indefinite delivery/indefinite quantity contract with a one year base period and (4) one year option periods not to exceed five years from date of award. The estimated contract value of this action is $9.8 million dollars. This notice is not a formal solicitation or request for quote. Description of Services: The services to be acquired under this award are necessary to meet SMDCs Mission include support for a wide range of space research, development, test and evaluation, specific design reviews, development of new processing techniques and acquisition of satellite systems, including space experiments, payload and sensor test and evaluations, command and control experiments, simulations, modeling and operations analysis. Below is a list of additional services to be acquired. These services have also been identified as core competencies of JHU: -Strategic Systems Test and Evaluation -Space Science and Engineering -Combat and Guided Missile -Theater Air Defense -Information Technology -Modeling and Simulation -Operations Analysis -Research and Development -Spacecraft and sensor design JHUs contributions are paramount to SMDCs ability to maintain engineering, research and development capabilities essential to the continued development of Army Responsive Space Initiative (ARSI) and other Army space systems. Specifically, in the area of Space Science and Engineering, JHU designed and developed the Midcourse Space Experiment (MSX) Satellite and several of the on-board sensors. JHU has been integrally involved in the research, design and deployment of technologies supporting satellite systems to include spacecraft development, on-orbit, and ground segments. JHUs experience/expertise combined with SMDCs research program are vital to ensure successful execution of SMDCs research and development program, necessary to support various warfighting missions. Interested responsible parties must possess the unique capability to perform the highly technical and specialized Government requirements as described above upon award. Interested responsible parties shall clearly describe the firms ability to meet the Governments requirements and submit past performance information for applicable projects such as: number of years experience and area(s) of expertise. All interested parties shall submit information on official company letterhead no later than 5:00pm (CST) 17 July 2008. Responses should include affirmation of an active Central Contractor Registration (CCR), Data Universal Number System (DUNS) number or cage code and shall indicate business size (large or small).
