- This is a Sources Sought for a POTENTIAL requirement for market research purposes only. This is not a request for proposal and additional information on when, or if, any RFP will be issued is not known at this time. This notice is in accordance with FAR 15.201. INFORMATION SOUGHT: This notice seeks three (3) types of information from potential sources: 1.Capability Statement 2.Business type, size, socio-economic status 3.Additional Comments on DRAFT Solicitation This is a request for interested potential sources to submit a brief capability statement demonstrating the ability to provide the required services. In addition, business size and socio-economic status from interested firms is needed to determine the availability of all potential small businesses (e.g., service-disabled veteran-owned small businesses, 8(a)s, HUB Zone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses) that can provide the requirement. Potential sources must demonstrate that they have the experience and capabilities to perform the tasks described in this notice. In responding to this sources sought announcement, business concerns must review the major factors and subfactors identified in “Section M – Evaluation and Award Factors” in addressing their capability statements. REQUIREMENT: Interest is being sought for the potential requirement of hazardous fuel reduction treatment services, primarily on federal lands within the states of Connecticut, Delaware, Illinois, Indiana, Iowa, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, West Virginia, and Wisconsin. Services include: •slashing, •lop and scatter, •pruning, •density management restoration areas – conifer stands, •density management restoration areas – woodland/shrubland, •hand piling and covering, •fireline construction and maintenance, •prescribed fireplan preparation, fuels pullback, •prescribed burn and mop-up (swamper burning), •prescribed burn and mop-up (broadcast and understory burn), •prescribed burn: broadcast and understory burn, •prescribed burn and mop-up: hand pile burn, •prescribed fire modules Capability statements must demonstrate the knowledge of and experience with above requirements. ADDITIONAL COMMENTS: In accordance with FAR 15.201, you are also invited to provide additional comments on the attached DRAFT solicitation. These comments will assist in resolving and identifying concerns regarding the acquisition strategy, including proposed contract type, terms and conditions; the feasibility of the requirement, including performance requirements, statements of work and data requirements; the suitability of the proposal instructions and evaluation criteria, including the approach for assessing past performance information; and other concerns or questions. CONTEMPLATED TYPE OF CONTRACT: A single or multiple task order contract vehicle awarded to two or more sources, for a multi-year period consisting of a single year with four additional one-year option periods is contemplated. The method of competition will be determined after all responses to this notice have been evaluated. In accordance with FAR 15.202, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this notice. Responses to this notice will not be returned.
