- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ 607552 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. Delivery and acceptance will be at Bethesda, Maryland. This is a small business set aside. The National Institute on Drug Abuse (NIDA) on the behalf of the National Institute of Mental Health (NIMH) intends to negotiate using simplified acquisition techniques for 200 Grams of D-Glucose (2-13C, 99%) Metabolic Grade. The NIMH is investigating the neural metabolism of healthy subjects and those with mental diseases. Using a new method of C13 MR Spectroscopy using [2-13C] glucose the experiment is much safer for the human subjects. Since the usage of [2-13C] glucose is proportional to subject body weight, the NIMH must have adequate amounts of [2-13C] glucose to support the varying needs of the subjects in this ongoing study. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet technical specifications and (2) ability to deliver on time and within specification. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due Thursday, July 10, 2008 by 3:00 PM EST PM EST and will be submitted to Joseph Cuccurullo, Contract Specialist, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
