- Department of the Navy, United States Marine Corps, Marine Corps Systems Command, 2200 Lester Street (Code: CT-023 CESS-Contracts), Quantico, VA 22134. The Marine Corps Systems Command (MARCORSYSCOM) intends to field a flame resistant (FR) Inclement Weather Combat Shirt (IWCS) comprised of a high performance protective shirt that will provide the degree of protection needed by our Marines and Sailors against a broad spectrum of environmental, occupational and battlefield hazards. The IWCS will provide necessary protection, safety and comfort features required by Flame Resistant Outer Gear (FROG) such as flame protection, and design features to preclude snagging or catching on projections in vehicles or aircraft. This capability will increase survivability and mobility of the individual Marine supporting the Global War on Terrorism, thus increasing the Marine's lethality in combat. The requirement will be fulfilled under an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a base year (date of award through 12 months) and 3 one year options. The contract minimum quantity is anticipated to be 60,000 each and a contract maximum quantity of 240,000 each. This procurement is a 100% small business set-aside. The NAICS code is 315228 with a size standard of 500 employees. Request for Proposal (RFP) M67854-07-R-3035 will be posted on the internet at the Federal Business Opportunities website at http://www.fedbizopps.gov, and Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil. The online version of the RFP will include all documents and attachments. No hardcopy of this solicitation will be issued. Amendments, if any, will be posted to the same locations as the solicitation. The complete solicitation package, including the amendments, should be received and reviewed prior to submitting a response. The proposal shall be submitted in hardcopy form only. Electronic submission of proposals will not be accepted. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. It is anticipated that this solicitation will be issued in July 2008. Please refrain from submitting any questions until the solicitation has been issued.
