Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. The US Army Corps of Engineers at Falls Lake is soliciting for Vegetation Clearing and Herbicide Application at the Falls Lake Visitor Assistance Center located at 11405 Falls of the Neuse Road, Wake Forest, NC. 27587. This Request for Quotation (RFQ) is being issued under Solicitation No. W912HN-08-T-0063. This procurement is being done pursuant to NAICS code 561730 with a small business size standard of $6.5 million. Evaluation will be lowest price, technically acceptable. Offerors are required to return completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. Full text clauses may be accessed electronically at this address: www.arnet.gov/far or http://farsite.hill.af.mil The Period of Performance is 90 days after date of contract award. SCOPE OF WORK 1. DESCRIPTION OF THE WORK. The Contractor shall provide all labor, personnel, supervision, equipment, supplies and materials necessary to satisfactorily perform tree removal and herbicide application at various designated locations (see attached map) at the Falls Lake Visitor Assistance Center located at 11405 Falls of the Neuse Road, Wake Forest, NC 27587. Services shall include vegetation and debris removal and herbicide application at the Corps-managed areas at Falls Lake in accordance with specifications contained herein. The general purpose of the work is to remove vegetation thus providing clearance from dam structures such as the right and left abutments and the downstream toe and to remove vegetation that was cut in Fall 2007 on the north side of the dam during a survey contract. A map showing general locations of the work is attached. Additionally, in order to avoid re-sprouting of removed vegetation, the Contractor shall treat stumps with an approved herbicide. All work shall be performed in accordance with the terms and conditions of the contract. 1.1. VEGETATION AND DEBRIS REMOVAL. The Contractor shall perform vegetation and debris removal services consisting of clearing trees, shrubs and vegetative debris in designated areas, and disposal of the material off-site. Vegetation shall be cleared within 50 feet of the right and left dam abutments and 50 feet of the toe of the dam. Vegetation to be removed on the north side of the dam has already been cut by a survey contractor. Trees in the designated areas that are dead, diseased, or fallen, posing hazardous conditions to public safety or interfering with the use of project facilities shall be removed by the Contractor. Trees shall be felled in such a manner as to avoid damaging trees to be left standing or to structures. Clearing shall include felling all standing trees, except where designated by the Contracting Officer's Representative (COR) to remain, and cutting of all brush. Stumps shall be cut flush with the ground. The work includes complete removal and disposal of all felled trees, brush and tops, etc. In addition, any depressions resulting from the above removals must be backfilled to the original ground elevation. 1.2. TREE CHIPPING. In locations where chips can be blown into the surrounding woods, trees may be chipped in place, with the chips remaining on site. However, in areas of high public visibility and in mowed areas, chips shall be transported off site for disposal. 1.3. HERBICIDE. Herbicide treatment shall be used on all hardwood stumps. The Contractor shall treat stumps within 30 minutes of cutting with a herbicide approved by the COR. A marking agent such as dye shall be used in the application for quality control and quality assurance purposes. All herbicides shall be used in compliance with label directions and Federal, State, and local regulations. 2. LOCATION OF WORK. Work shall be performed in the general locations indicated on the attached map. Exact locations will be identified on site. Work will be performed in proximity to the Falls Lake Dam. 3. PERIOD OF PERFORMANCE. The Contractor shall complete all work within 90 calendar days from contract award. 4. NORMAL WORKING HOURS. Normal working hours for the contractor shall be Monday through Friday (0730-1630), unless otherwise specified, or as specifically approved in advance by the COR. All Federal holidays shall be observed by the Contractor and no work on site other than specified will be permitted without specific approval by the COR. 5. PERMITS AND LICENSES. The Contractor shall be responsible for obtaining all necessary licenses and permits and for complying with all applicable Federal, State and local laws, codes and regulations required to complete the tasks. The Contractor must provide documentation to the Contracting Officer of the North Carolina herbicide applicator's license prior to commencement of services. 6. SITE INVESTIGATION. A site visit to review on-site conditions is recommended. To schedule a site visit, contact Ms. Carol Banaitis at 919-846-9332, X226. 7. VEHICLES. All vehicles utilized under this contract shall comply with all applicable Federal and State motor vehicle regulations. The Contractor shall not drive off the paved or gravel access roads at any time without prior approval of the COR. 8. SAFETY. The Contractor shall perform the work in a safe and environmentally acceptable manner, and require employees to use such safety devices, methods and measures as are required to protect employees or others against bodily injury or damage to property. 9. CONTRACTOR SUPERVISION AND QUALITY CONTROL. The Contractor shall provide all on-site supervision during the work in progress required under this contract. The Contractor may provide his representative (i.e., personnel superintendent or foreman) with written authority to act on his behalf; however, he/she must speak English fluently and thoroughly understand the contract scope of work. 10. OTHER CONTRACTORS WORKING IN AREA. Other Contractors and Corps of Engineers employees may be in close proximity to the Contractor's designated area of work. The Contractor shall cooperate fully with all Contractors in the area and shall not impede the work of others in any way.
