Description
NATO Notification of Intent to Invite Bids to Provide AIS Infrastructure for Joint Warfare Center (JWC) in Stavanger, Norway. IFB-JWC-5025689 OVERVIEW The Norwegian Armed Forces intends to invite bids to provide AIS Infrastructure for Joint Warfare Center (JWC) in Stavanger, Norway. The Norwegian Armed Forces is serving as the NATO contracting agency for this project, which is being funded by authorization of the Infrastructure Committee. The Norwegian Armed Forces intends to use International Competitive Bidding (ICB) basic (one step/one envelope) bidding procedure. The estimated value of this project is not available at this time. The reference for the IFB is IFB-5025689. The U.S. Department of Commerce will be using the reference IFB-JWC-5025689. The IFB will be classified NATO UNCLASSIFIED. Prospective bidders are also notified that access to NATO or national military sites for contrator personnel, will require a security clearance of NATO SECRET. The successful contractor must me authorized by national security authorities to receive and store classified documents up to and included NATO RESTRICTED. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the NATO contracting agency the NATO clearance certifications for all personnel assigned to the contract. SUMMARY DESCRIPTION JWC's main task is to promote and conduct combined and joint training at the operational level, incorporating innovation, experimentation, analysis and doctrine development to maximize transformational synegy in order to improve NATO's capability, interoperability, and military effectiveness. The scope of this project covers the provision of 7 complete separate Local Area Networks (LANs) including servers, a total of 1600 work stations, boundary protection devices, peripheral equipment, local area network components, software, installation, configuration and testing, documentation, warrenty support and other services as specified. The project shall include the provision of a system utilizing virtualization of desktops and servers. Furthermore, the project also includes the provision of a multimedia system including equipment for studio recording and editing of video based newscasts and a cpability for distribution on video screens, projectors and workstation throughout facility. The contract to be signed will be a turn-key contract where the selected contractor shall have the responsibility for the system to be implemented. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this procurement, it must first be approved for participation in NATO International Competitive Bidding (ICB). The U.S. Department of Commerce is authorized to approve for participation in NATO ICB those firms with a facility located within the United States. A DOE is used to nominate a firm to the bidders list for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which uses the DOE to nominate the firm to the bidders list. The NATO contracting agency will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the NATO contracting agency when the IFB has been issued. IMPORTANT DEADLINES 1.
