- Year: 2008 Contracting Office Address: ATTN: Vince Fox[(973) 724-3104]JOINT ACQUISITIONS CONTRACTING CENTERUS ARMY JOINT MUNITIONS & LETHALITYLIFE CYCLE MANAGEMENT COMMANDAMSML-AQ-SP, BLDG 322PICATINNY ARSENAL, NJ 07806-5000 Subject: Broad Agency Announcement (BAA) Request for Prototype Development ProjectProposals for Prototype Ordnance Systems TechnologiesProposed Solicitation Number: W15QKN-08-R-0252 Opening Date: 30 June 08 Closing Date: 29 August 08 Description: The purpose of the subject BAA is to solicit & request Prototype DevelopmentProject (PDP) proposals from the National Warheads & Energetics Consortium(NWEC)in support of the six (6) primary Prototype Ordnance Technology Areas of Warheads, Explosives, Propellants, Pyrotechnics, Fuzing and Demilitarization. Appropriated funding has been made available to supportonly these six primary technology areas. The Government intends to fund the selected proposals as individual FAR-Based Procurement Contracts, Grants, Cooperative Agreements, Cooperative Research and Development Agreements (CRADAs), or Prototype Other Transaction Agreements (OTAs) with the National Warheads and Energetics Consortium (NWEC). This instrument will serve as a bridge strategy from the existing DOTC OTA DAAE30-01-9-0800 to a planned new single point contracting Other Transaction Agreement to be established in FY09. It is not intended to provide a mechanism to establish and complete major DoD prototype projects, rather serve as a vehicle to complete previously established DOTC projects and/or initiate first phase efforts of new DOTC projects. New start projects will be limited to a 24 month period of performance for an initial start-up phase under this bridge instrument.
