Description
In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. Obtaining a license or permission to operate your company in Spain may be a long process; therefore, any company anticipating interest in future projects should immediately begin the processes that will be required, by contacting the Delegation of Industry. They have two offices, one in the Madrid province and one in the Andalucia province. The telephone numbers are: 011 34 91 580-2100 (Madrid) and 011 34 95 504-8620 for Andalucia. The United States Air Force intends to solicit proposals (FA5575-08-R-0013) for Firm-Fixed Price contract for the Installation of Engine Exhaust Extractors System in Bldg 1427 in Moron AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 15 July 08. The contract will consist of a basic period of performance of 150 calendar days. Contract magnitude is between $100,000 and $250,000. The successful contractor will be selected using Past Performance/Price tradeoff procedures resulting in the best value to the government. SCOPE OF WORK: The work includes, but is not limited to, the following items: -Basic package: a. Relocate those elements affected by the execution of the project (light fixtures, space fan heaters, etc...). b. Rotate existing exhaust fans EEF1 y EEF4 and adapt for use of respective exhaust systems as fresh air supply systems. c. Modify fire apparatus vehicle tail pipes. d. Install electromagnet anchor plates at the fire apparatus vehicles. e. Install radio transmitters in the fire apparatus vehicles. f. Install 3 Magnaraíl type extraction systems and accessories for parking slot 111. g. Install galvanized steel ducts, exhaust fan and accessories for parking slot 111. h. Install radio receiver and accessories for parking slot 111. i. Install control panelboard CP1 and accessories for parking slot 111. j. Install electrical distribution panelboard DP4. k. Electrical installation from DP4 to control panelboard CP1 and from CP1 to radio receivers, exhaust fans and fire apparatus vehicle exhaust systems. l. Install electrical installation from the main electrical panelborard MDP to the distribution panelboard DP4. -Option 1: a. Install 2 Magnaraíl type extraction systems and accessories for parking slots 112 and 113. b. Install galvanized steel ducts, exhaust fan and accessories for parking slots 112 and 113. c. Install radio receivers and accessories for parking slots 112 and 113. d. Install control panelboard CP2 and accessories for parking slots 112 and 113. e. Electrical installation from DP4 to control panelboard CP2 and from CP2 to radio receivers, exhaust fans and fire apparatus vehicle exhaust systems. f. Performance testing, start-up and adjustment of all installed systems. g. Repair those elements affected by the execution of the project with similar finish as the adjacent area. -Option 2: a. Relocate those elements affected by the execution of the project (space fan heaters, electrical conduits, etc...). b. Install 2 Magnastack type extraction systems and accessories for parking slots 124 and 125. c. Install galvanized steel ducts, exhaust fan and accessories for parking slots 124 and 125. d. Install radio receivers and accessories for parking slots 124 and 125. e. Install control panelboard CP3 and accessories for parking slots 124 and 125. f. Electrical installation from DP4 to control panelboard CP3 and from CP3 to radio receivers, exhaust fans and fire apparatus vehicle exhaust systems. g. Performance testing, start-up and adjustments of all installed systems. h. Repair those elements affected by the execution of the project with similar finish as adjacent. - Final cleaning. - Delivery of As-Built drawings. A proposal must be submitted for the basic package as well as for options 1 and 2, which may be awarded at a later date as funding becomes available. The Government anticipates and reserves the right, to issue all solicitation documents including specifications and drawings in the English language only. A visit to the site of work will be conducted in English; the date and time of which will be announced in the solicitation documents. In order to be awarded a contract by the U.S. Government, the company must be registered in the Central Contractor Registry (CCR), contracts cannot be awarded to unregistered contractors. Registration can be made on line at www.ccr.gov NOTE: You must have a DUNS number and a NATO Commercial and Government Entity (NCAGE) Code to register. To obtain a Data Universal Numbering System (DUNS) Number you can contact Dun and Bradstreet and request one by calling: 902446688. To obtain a NATO CAGE code you must fill out the form found in : http://www.dlis.dla.mil/Forms/Form AC135.asp Failure to be registered in CCR at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is CCR registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
