Description
The Federal Bureau of Investigation (FBI) intends to negotiate a one time, sole source, firm fixed price contract under commercial item acquisition procedures to ASP, Inc., P.O. Box 1794, Appleton, WI 54912, under RFQ 100198. This notice will be distributed solely through the General Services Administrations (GSA) Federal Business Opportunities (FBO) website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up to date information about this acquisition. ASP is to provide the following items: (1) F21B batons, qty. 600; (2) scabbard with flap, qty. 600; (3) scarab cutter, qty. 100; (4) lithium light triad 2-cells, qty. 10; (5) lithium light tungsten 1, qty. 16; (6) lithium light tungsten 2, qty. 15; (7) L16B Leverloc baton, qty. 12; (8) hinge cuffs, qty. 10; (9) chain cuffs, qty. 10; (10) hinge cuffs, qty. 10; (11) rigid cuffs, qty. 10. Based on ongoing testing of equipment, additional market research and contacts made with knowledgeable individuals within the government and related industry, it has been determined that the FBIs requirements for the above listed items can only be provided by the manufacturer. The equipment must be compatible with the existing non-lethal weapons and accessories in use throughout the FBI; all those in possession of these tools have received the same universal training. The Government intends to negotiate with one source under the authority of FAR 6.302. FBO destination is the FBI Academy, Quantico, VA. Interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 2:00 pm, EDT, Thursday July 10, 2008, by facsimile, to the attention of Mrs. Margaret D. Einspahr, Contracting Officer, at (703) 632-6103. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The North American Industrial Classification System Number is 339999 and the size standard is 500 employees. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Parts 12 and 13.5. The awardee must be registered in the Central Contractor Registration database and have completed the On Line Representations and Certifications Application (ORCA).
