Description
Bagram Air Base (BAF), Afghanistan is requesting information from the industry regarding Spray Foam Insulation. BAF is researching the possibilities of having spray foam insulation applied on buildings and structures throughout the Afghanistan area of operations. The foam will be applied to buildings and structures built with a variety of construction materials including Fabric (tents), Wood (b-huts), Stone (local construction)/Brick and Mortar and metal (Relocatable Buildings [RLBs] i.e.: modified connex container structures). There is an estimated 4 million square feet of surface area which will require covering. The contractor will provide trained staff members, staff supervisors and inspectors from either the local population or from foreign (outside Afghanistan) locations, who possess the knowledge and experience to apply this foam according to the Manufacturer’s recommended process as clarified by Quality Assurance/Quality Control standards specified in the Statement of Work. The contractor will be responsible to provide all materials and equipment needed to satisfy the requirement. This includes, but is not limited to, application equipment, cleanup materials, special work clothing and equipment (coveralls, masks, respirators, gloves, boots, etc) which are required to accomplish this work. The contractor will prepare the application surface (eg: wash or power wash the surfaces, strip paint, remove loose paint, prime surfaces as necessary, etc) on each building. They will apply the Foam Insulation according to the manufacturer’s recommended application process, and will apply whatever surface finishing is necessary to attain an end product which is waterproof and fire retardant. When applied, this foam should have insulating properties of R-4 per inch with a total R-rating of R-8 or greater. The end product should be waterproof, fire retardant, and provide sound insulation to the structure it is applied to. The contractor will ship the product and equipment to Afghanistan and will be responsible for moving the product and equipment around the area of operations. Additionally the foam insulation as well as any sealant coatings must have a reasonable (a minimum of 1 year) shelf life and be capable of being used and stored in the wide range of temperatures consistent with those normally experienced in the country of Afghanistan. During installation the contractor shall conduct the work of this project in a manner which does not harm their workers, troops or local residents, as well as the ecosystem in which the work is undertaken. Harm could come from, but is not restricted to, toxic or noxious fumes or unhealthy side effects of contact with the products being applied, equipment noise, or exposure to waste products generated, etc.
