- Description
- NASA intends to extend Contract NNA04BC25C with Eloret Corporation on asole-source basis pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, insupport of Ames Research Center's (ARC) Code TS, Space Technology Division. Theobjective is to extend the performance period for five months.The current Contractor provides the following mission critical support services underSpace Technology Research and Development (STRAD). The principal purpose of thiscontract is to support the Space Technology Division at NASA Ames Research Center toobtain the services needed for the development of technologies for use in the design andfabrication of prototype vehicles that travel at hypervelocities in the atmosphere ofEarth and other bodies in the solar system. The Contractor provides support in the areasof Reacting Flow Environments, Nanotechnology, Thermo-physics Facilities, and ThermalProtection Materials and Systems. This extension will allow for a continuation ofservices to ensure program continuity and critical mission support and avoid significanttechnical impacts while a competitive follow-on acquisition is completed. The extension will extend the period of performance of the current contract, NNA04BC25C,value and extend the period of performance for a period of five months, from October 1,2008 through February 28, 2009. The current contractor, Eloret Corporation is consideredthe only contractor that can meet ARCs needs given the short period of performance forthe extension.Awarding a five-month contract to another source, at the same timerecompetition of the follow-on is in process, would not allow for sufficient phase-inperiod, thereby affecting the seamless continuity of services and cause unacceptabledelays in fulfilling ARCs requirements.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 4:00 PM. PST on July11, 2008. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.
