- SET-ASIDE: TOTAL SMALL BUSINESS FAQ080096CHIEF MOUNTAIN TRAILHEAD The Bureau of Land Management, Nevada State Office, is seeking a qualified vendor to furnish labor, equipment, supplies and materials to perform work to the existing Chief Mountain West and Chief Mountain South Trailhead areas. The work to be performed will consist of trailhead dirt work site preparation, transport and delivery of aggregate material, spreading, grooming and compaction of the delivered material, and maintenance of existing aggregate material already placed upon access roads to the trailhead sites. Location:Chief Mountain is an off-highway vehicle (OHV) emphasis area located directly West and North of Caliente, Nevada, (See attached, Map 1). Caliente is located approximately 151 miles north of Las Vegas, Nevada; 100 miles west of Cedar City, Utah; 350 miles south and west of Salt Lake City, Utah; and 430 miles west and south of Reno, Nevada. Three separate trailheads exist within the Chief Mountain OHV area, (the work performed will be located at two of these trailheads). The trailheads provide users with access to the Silver State OHV Trail and the Chief Mountain OHV Trails. Chief Mountain South Trailhead is located approximately 9 miles west of Caliente, Nevada, one-half mile north of US Highway 93 at mile marker LN 85. Chief Mountain West Trailhead is located approximately 21 miles west of Caliente, Nevada, 5 miles north of US Highway 93 at mile marker LN 77. Note: 5-mile road northbound to West Trailhead is a county-maintained dirt road. The work required is located in Lincoln Co, NV. The estimated price range is between $25,000.00 and $100,000.00.NOTE: All construction projects exceeding $2,000.00 are subject to the Davis-Bacon Wage Rates. Solicitation package will be available electronically on July 1, 2008. Please print the Standard form (SF)-18 and all clauses and attachments. Quotes will be due on July 14th, 2008. Quotes may be submitted to Bureau of Land Management, Nevada State office, PO Box 12000 Reno, NV 89520 by express or hand delivery or electronically, or by fax 775-861-6634, or email to constance_hampton@nv.blm.govAn award will be made to the responsible firm whose quote is most advantageous to the Government, price and past performance being considered. Quotes shall include the following items: 1) Pricing Schedule, 2) Technical and Past Performance information if requested in the solicitation, 3) Include DUNS Number, 4) Offer must be signed, and 5) Representations and Certifications must be submitted (Note: Annual representations and certifications can be completed at Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. If not completed electronically, then FAR Clause 52.219-01; Small Business Program Representations, found in the solicitation package, must be completed.) NO SITE VISIT HAS BEEN SCHEDULED - details regarding date, location, and contact information is identified in the statement of work Quotes will be due on July 14th, 2008. The North American Industry Classification System number for this solicitation is 237990 (Size standards in millions of dollars is $13.0). This procurement is 100% set-aside for small business. The Government intends to award this contract on an all-or-none basis. The solicitation will be issued on July 1st, 2008.
