- This is a combined synopsis/solicitation issued by the Central California Area Office, US Bureau of Reclamation, Folsom, CA, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. Receipt of quotes on or about July 10, 2008 at 4:00 PM. This procurement action is 100% small business set-aside and this solicitation/synopsis reference number is 08SQ240062 and is being issued as a Request for Quote (RFQ). The NAICS code is 238220, the small business standard is $13 M. Furnish all materials, supplies and labor necessary to provide a 3-Ton Water Cooled Indoor Air Conditioning Floor Mounted Unit. The requirements include, but are not limited to: removal and disposal of the existing unit; installation of the new unit with a factory startup, wiring and ductwork as needed. The Government anticipates award of a firm-fixed price contract resulting from this solicitation on or about July 11, 2008, that is most advantageous to the Government. Following are the applicable provisions and contract clauses incorporated by reference: FAR 52.212-1 Instructions to Offeror-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items, amended as follows: The following factors shall be used to evaluate offers with a relevant importance of: a) ability of offered items to meet Government's requirement to include price list; b) price; and c) delivery date; FAR 52.212-3 Offeror Representations and Certifications-Commercial Items; FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 paragraph (b) is tailored to incorporate the following clauses: FAR 52.219-6 Notice of Total Small Business Set Aside; FAR 52.222-3 Convict Labor; FAR 52.222-19 Child Labor - Cooperation with Authorities and Remedies; FAR 52.222-21 Prohibition of Segregated Facilities; FAR 52.222-26 Equal Opportunity; FAR 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veteran; FAR 52.222-36 Affirmative Action for Workers with Disabilities; FAR.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; FAR 52.232-33 Payment by Electronic Funds Transfer- Central Contractor Registration; and c) FAR 52.204-07 Central Contractor Registration. In order to receive the award, vendor MUST be registered at http://www.ccr.gov, and https://orca.bpn.gov/, before purchase order is issued. Be prepared with your company's DUNS number (available from Dun and Bradstreet at 1-888-546-0024) and your Federal Tax Identification Number (TIN).
