This is a sources sought announcement to seek potential vendors that could fulfill the below requirement. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME AND REQUESTS FOR SOLICITATION PACKAGES WILL NOT RECEIVE A RESPONSE. The applicable NAICS code is 561311 and the Size Standard is $6,500,000. This Sources Sought Synopsis is in support of market research being conducted by the DOC/NOAA/ECAD to identify capable potential small business sources for providing personnel as needed for a variety of technical support. The categories include, but not limited to: ADMINISTRATIVE SUPPORT AND CLERICAL OCCUPATIONS Administrative Clerk, Accounting Clerk I - IV, Audit Clerk, Court Reporter, Document Preparation Clerk, Messenger (Courier), Duplicating Machine Operator, Film/Tape Librarian, General Clerk I - IV, Key Entry Operator I - II, Order Clerk I - II, Secretary I thru V (Clerical, Medical, Executive, Legal), Service Order Dispatcher, Stenographer I - II, Supply Technician, Switchboard Operator-Receptionist, Travel Clerk I - III, Word Processor I - III, Maintenance Scheduler, Survey Worker (Interviewer), Transcribing Machine Operator (Legal/Medical). Based on the response to this Sources Sought, the NOAA External Clients Acquisition Division will decide if this requirement will be set aside for small businesses, for a small business program (8a, HubZone, or Service Disabled Veteran), or done through full and open competition. Below is a highlight of the current services being provided to NOAA and attached is the current statement of work that is being performed. SCOPE The Department of Commerce (DOC) and its various bureaus and agencies require assistance from a variety of administrative, technical and professional occupations in support of the accomplishment of its various missions. In an effort to (1) improve the process for securing technical assistance; (2) simplify the acquisition process for the requiring office; and (3) reduce duplication of efforts associated with procuring technical assistance. It is planned to establish a resource for providing these services to all DOC bureaus and agencies. Department of Commerce consists of a Headquarters in Washington, DC, eleven (11) bureaus/agencies DOC's bureaus, agencies and offices include: 1. Department of Commerce Headquarters Offices 2. National Oceanic and Atmospheric Administration (NOAA) 3. International Trade Administration 4. Bureau of Export Administration 5. Economics and Statistics Administration 6. Technology Administration 7. Patent and Trademark Office 8. Minority Business Development Agency 9. Economic Development administration 10. National Telecommunications and Information Agency 11. National Institute of Standards and Technology GENERAL REQUIREMENTS 1. The Contractor shall provide candidates with the knowledge, skills, abilities and work experience to meet the Department of Commerce's bureaus and agencies varies on going need for support and assistance. 2. The Contractor's personnel must have demonstrated experiences documented in resumes, referencing the required skills for successfully completing specified tasks. Proposed personnel must be fully trained to complete the tasks for which they are performing. 3. If changes in staff are necessary, replacements shall be as qualified as the predecessors. The Contractor shall provide resumes of proposed replacements at least two weeks in advance of the proposed change to allow the Contracting Officer (CO) and the Contracting Officer Technical Representative (COTR) a reasonable amount of time to review the proposed change. Contractor must receive approval from the CO before personnel changes. 4. The Contractor shall not provide services prescribed herein on Saturday and Sundays and the following Government holidays: New Year-s Day Labor Day Martin Luther King, Jr.-s Birthday Columbus Day Presidential Inauguration Days Veterans Day Washington-s Birthday Thanksgiving Day Memorial Day Christmas Day Independence Day Responses must reference the sources sought to Sources Sought Number ECAD-08-0001 and include the following: (1) Name and Address of the Organization, (2) The size standard and small business program (8a, Service Disabled Veteran, HubZone, etc- including any teaming partners) status of the company as seen at listed under www.ccr.gov, (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Contractor-s existing literature on services provided, experience, and general capabilities (i.e. pamphlets, brochures, etc.) no longer than 10 pages in length (5) List of five references to whom similar types of services have been previously provided to include contract number, dollar value, name and phone number of customer-must be relevant to the requirement and be within the last three years of June 30, 2008. The references must also include a description of the services rendered, type of labor categories of personnel provided, length of time assigned personnel remained on assignments. THIS SOURCES SOUGHT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENT WILL NOT BE NOTIFIED OF THE RESULTS OF THE REVIEWS. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE.
