Description
The Health Resources and Services Administration intends to negotiate on a sole source basis with Oklahoma State University Dept. of Agricultural Economics, 508 Ag Hall, Stillwater, Oklahoma, 74078-6026 to continue operations of the National Center for Rural Health Works to provide analysis, technical assistance and information to policymakers, researchers, State Offices of Rural Health (SORH), Cooperative Extension Service, researchers and rural communities on the importance of health care to local, regional and State economies. This contract will allow the National Center for Rural Health Works to continue providing Technical Assistance (TA) services to include: (1) training to State-level officials in how to measure the economic impact of health care services utilizing (IMPLAN), (2) conducting analysis of the economic impact that selected health policies have on states local economies, (3) providing technical assistance to communities conducting full community engagement/planning process, and (4) assisting providers in identifying new health services opportunities that meet specific community needs. It is expected that any resulting award will be a cost reimbursement award. Negotiations with Oklahoma State University are expected to result in a Contract with a period of performance of 12 months with 2-tweleve month option periods. Because any other source would have to duplicate the existing National Center for Rural Health Works propriety data base which maintains the only known listing of all health professionals that use the IMPLAN model to conduct analyses in their respective states; the National Center for Rural Health Works is deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C.253 (1), as set forth in FAR 6.302-1(b)(1)(I). This is not a solicitation. A copy of the solicitation has not yet been produced. If a contract award of more than $500,000.00 occurs as a result this action, a copy of the Justification for Other then Full and Open Competition (JOFOC) will posted at this site. Written inquiries must reference requisition number 08-N250-6025 (eg). See Note 22.
