- The Consolidated Patient Accounts Center (CPAC) is advertising for an Indefinite Delivery- Indefinite Quantity contract for Architect-Engineer construction period services for approximately seven (7) CPAC facilities. The selected A/E firm shall provide the following services: review services throughout the build-out design process and provide input/advice for final working drawings and specifications (to comply with the VA design criteria and standards); cost estimates to facilitate design and the funding process; furniture layout design reviews with CPAC management to ensure that furniture layout reflects business work flow to optimally encourage production; work with selected furniture vendors to ensure that the furniture layout is designed correctly and will work/fit in CPAC space; review and ensure that work stations meet or exceed ergonomic requirements; review furniture procurement lists to ensure economical procurement of required items and to ensure that furniture parts and pieces are standardized to the greatest extent possible; review construction project and furniture installation and provide recommendations to the VA to ensure that the project proceeds with the best interest of the VA in mind; and review IT computer rooms, training rooms, cafeteria/break rooms, and all major equipment requirements. NOTE: The NAICS code is 541310/541330. The Small Business size standard is $4.5M in annual gross revenues averaged over the past three years. In order to be eligible for award, firms are required to register at the Central Contractor Registration (CCR) website located at http://www.ccr.gov. The estimated maximum cumulative AE fees under any resultant contract shall not exceed $3,000,000, which is inclusive of the base year and four (4) one-year option periods. A/E selection criteria shall include the following elements (a) through (k), not necessarily listed in order of importance or merit: a) proposed management plan; b) previous experience; c) professional qualifications and background; d) facilities location; e) cost control; f) schedule control; g) estimating effectiveness; h) describe your experience and capabilities in the following areas: value engineering, life cycle analysis, critical path method, fast-track-construction; energy conversation, new energy sources, environmental assessment, specialized experience, computer aided design, drafting and other computer applications; i) describe awards received; j) describe circumstances and outcomes of any litigation you have been involved in over the past five years; and k) indicate type and amount of liability insurance you carry. A/E firms are required to submit Standard Form (SF) 330 (3 copies) to the attention of the Melissa Garrick (730/90C), CPAC Contracting Office, 201 Hay Street, Ste. 304, Fayetteville, NC 28301 no later than August 4, 2008. THIS IS NOT A REQUEST FOR PROPOSAL. No material will be issued and no solicitation packages or bidder/plan holders list will be issued.
