- Under the Authority of FAR 6.302-1, the Marine Corps Systems Command (MARCORSYSCOM), Quantico, VA intends to award a sole source contract to Allen-Vanguard, 921 Barton Street, Stoney Creek, Ontario, Canada L8E 5P5; for the refurbishing and maintaining of Mobility Denial System MDS Equipment that were used during the MDS developmental Test period. There are currently two HMMWV-mounted Vehicle-Transportable systems and two back-pack or man-portable systems that are being held at the manufacturer's site. The systems still function properly, but, as a result of the various humidity, salt fog, and extreme temperature and shock test, have significant amounts of rust and other corrosion on them and within the nozzle caviities that would jeopardize long-term storage. Once the systems are refurbished they shall be transported from the Manufacturer's site to their permanent storage location, which shall be at Marine Corps Logistics Base, Albany Georgia. The dispensing systems are mdade up of various pieces (bolts, hoses, clamps, straps, etc.) that could be replaced by numerous sources. However, both the vehicle systems and the backpack systems have one-of-a-ind water and powder reservoirs, pressure regulators, and mixing nozzles that require special piece parts and calibration to ensure the anti-traction powder and water mix properly. Although other companies could clean and replace the bolts, hoses, and fastening straps, no other contractor currently has the expertise to reassemble, calibrate, and test the refurbished articles to ensure they are operationally ready for long-term storage and future use. Allen-Vanguard is considered to be the only source that can responsibly refurbish the four remaining MDS systems - to include the recalibration of the unique Allen-Vanguard fabricated regulators and nozzles. This is not a formal solicitation; furthermore, this synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that the required capability is available from other sources and competition would be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
