Description
The 6th Contracting Squadron (6 CONS) is seeking qualified SDVOSB sources that can provide an existing Commercial Off The Shelf (COTS) data management system with modifications to replace and expand the current personnel database for Joint Communications Support Element (JCSE). JCSE needs a complete database replacement designated JCSE Enhanced Data (JED), which will consolidate all personnel human resources information and business process management systems. The system must be accessible and wholly operational on the SIPR and NIPR networks, as well as manage personnel supporting Special Access Programs (SAP) which operate on an enclave of the Department of Defense SIPRnet network. Should a contract arise from this requirement, it would likely involve a base year with options of continued support once the system is implemented, along the lines of a software maintenance package to include upgrades. Additional specific knowledge and experience requirements include: • The project lead and business process analysts on the development team will need to have a current SECRET security clearance. • Knowledge and familiarity with Army, Navy, Marine Corps or Air Force personnel operations, security operations, regulations, and database systems. • Previous experience customizing and integrating automation systems for one of the major DOD services utilizing Enterprise Resource Planning (ERP) platforms such as PeopleSoft or Microsoft Dynamics Customer Relationship Management / Great Plains. • Windows 2003 / XP Client and Server Operation Systems, and their development ramifications. • Experience writing database applications that integrate into Microsoft SharePoint 2003 and 2007 versions as web parts. • Experience implementing and integrating MOSS 2007 workflow. • Create, modify, and maintain application interfaces to relational databases for both in-garrison use and deployed use. • Integration of ERP applications with the Microsoft suite of Office Products (Office 2003 through 2007). • Installation, configuration, and utilization of the most current version of Microsoft IIS. • Use of AJAX / ATLAS / DHTML technologies to minimize user-interface rendering time on high-latency networks. • Extensive experience in data migration and transformation from legacy systems to new database schema. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this RFI. This FedBizOpps notice is an announcement seeking market information on businesses capable of providing the product as described herein. 6 CONS is currently conducting market research to determine qualified, experienced, and interested potential sources. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. For the purpose of this RFI the anticipated North American Industry Classification System (NAICS) Code is 541611, Administrative Management and General Management Consulting Services, and the small business size standard is $6.5 Million. If your firm has an interest in proposing on the requirements described above, please provide a Capability Statement to 1Lt Jennifer Boutin, jennifer.boutin@us.af.mil, or Ms Barbara Squitieri, barbara.squitieri@us.af.mil. The Capability Statement should include general information and technical background describing your firm's experiences in contracts requiring similar efforts. Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point type or larger. Published literature may be any number of pages. Request Capability Statements include the following: 1. Company name, address, point of contact (POC), telephone number, fax number, e-mail address, NAICS code, GSA schedules held, company size (small, large business); if small, indicate type (8(a), SDVOSB, small disadvantaged business, HUBZone, minority-owned, woman-owned, veteran-owned, etc.). 2. Demonstrate ability to ensure all deliverables are delivered, installed, implemented, data migrated and system fully tested and operational no later than 90 days after award of a contract if an RFP is issued as a result of this RFI. Training must be conducted in conjunction with installation. If an RFP is issued as a result of this RFI, a training plan will be required as part of the proposal package. 3. Demonstrate ability to provide employees with required security clearances for configuration, implementation and testing of equipment, site survey and training to ensure the product is successfully operational. 4.
