- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement will be issued as a Request for Quotations (RFQ), reference number W912SV-08-T-0010. Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23and through Department of Defense Acquisition Regulation Change Notice 20080124. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffar1.htm This procurement is being issued as 100% Small Business Set-Aside. North American Industrial Classification Standard: 326150; Small Business Size Standard: 500 employees. The Contractor shall provide the following: Munitions Multi-barricaded storage cell system. Required system will be brand name or equal to General Plastics Composite Blast-Tamer wall system. Wall height must be no less than 8' and not greater than 10'. System specifications must be in accordance with AFMAN 91-201/ANGSUP1 dated 9 March 2002, figure 4.3, drawing ANG-DWG-94-002 (attached) and Technical Paper TP-15, paragraph C6.2.4.10.2 (attached). System must comply with the Department of Defense Explosives Safety Board (DDESB) requirements to store up to 425 lbs Net Explosive Weight (NEW) per barricaded cell. Government will furnish Sand, Labor and Required Installation Equipment. Pricing includes: Shipping/Delivery, On- Site Advisor to train the government assemblers on system assembly. Advisor's Subsequent return for support or final inspection to certify integrity of structure and system will be provided at no cost to the government. Final inspection report must be submitted to the 102nd Contracting Office for inclusion in the contract file. Standard Manufacturers Warranty. FOB-Destination for delivery to: 158 Reilly Street, Otis ANGB, MA 02542. Delivery NLT 60 days ARO. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC). The Government intends to award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on All or None and Best Value to the Government. Best value can include but is not limited to price, delivery date, warranty and technical capability.
