- THIS IS A SOURCES SOUGHT SYNOPSIS NOTICE ONLY! The Drug Enforcement Administration (DEA) is seeking sources with the knowledge and experience in License Plate Reader (LPR) Technology (Optical Character Recognition [OCR]) Devices. Current working knowledge and expertise of the License Plate Reader (LPR) Technology shall be demonstrated in writing as follows: Image Capability The image capabilities at a minimum shall: •· Have the ability to automatically detect the presence of any vehicle in its field of view (an image that can identify vehicle make, model, and color) •· Must be capable of multi-camera setup for stationary/fixed units (minimum requirements: LPR cameras to capture front and rear license plates, a camera to capture overview of vehicles, two cameras to capture occupants (passenger side of vehicle)-one for passenger vehicles and one for tractor trucks; two cameras to capture driver's side of vehicles-one for passenger vehicle and one for tractor trucks •· Correctly translate the license plate alphanumeric characters and the state or province of origin from digital image format to alphanumeric text •· High percentage capture rate and accuracy rate for each and every transaction Data Capability The data capabilities at a minimum shall: •· Make available data including the translated alphanumeric license plate text as well as the time/date of the transaction, vehicle type information, lat/long of vehicle sighting or name of stationary location at real-time delivery mode to DEA databases •· Make available images of the vehicle, license plate(s), and occupants on both the driver's side and passenger's side at real-time delivery mode to DEA databases (as one transaction for each vehicle) •· Be capable of being used in a single centralized database network •· Must be capable of pushing out to multiple locations from each individual site as requested by DEA •· Capable of "hotlist/lookout" •· Capable of alarm/notification to remote site as well as fixed site for each device/site The LPR system shall provide for expansion that shall ensure connectivity of all the proposed components to a DEA network platform, and shall have a real-time delivery mode of transactional and image data to the network. Interested parties responding to this sources sought request shall submit the following information at a minimum: company name, address point of contact, phone number, business size, type of business and DUNS number. The system shall be COMMERICALLY AVAILABLE and immediately available for delivery. Developmental systems will not be considered at this time. The information submitted will neither be returned nor will reimbursement be made for any costs associated with providing information in response to this announcement. THIS NOTICE DOES NOT COMMIT THE DEA TO PROCURE THE SUBJECT SUPPLIES/SERVICES. NOR DOES THIS COMMIT THE DEA TO AN AWARD OF A CONTRACT BASED ON THIS REQUEST FOR INFORMATION. However, the Government may subsequently issue a Request For Proposal (RFP) which could lead to a contract award. Capability Statements are due on July 7, 2008, no later than 2:00 p.m. eastern standard time via email to yokita.m.davis@usdoj.gov and shall include sufficient information to judge past performance for same or similar services.
