Description
U.S. Army Corps of Engineers (USACE) plans to issue a Request for Proposal (RFP) for Central Heating Plant, DDSP, Construction project. The proposed procurement is unrestricted with NAICS code 236220 with a size standard of $31M respectively. The construction of a new Central Heating Plant (CHP) at Defense Depot Susquehanna Pennsylvania, New Cumberland, PA. The solicitation will be available on or about 15 July 2008 with proposal due on or about 15 August 2008. Estimated cost of the construction will be between $10M and $25M. Construction duration is 990 days from receipt of notice to proceed. The requirement is for the construct of a Central Heating Plant (CHP) on a site adjacent to an existing CHP. The new CHP is designed to have two (2) 75 MBTU/hr boilers and one (1) 50 MBTU/hr boiler, with Number 2 diesel fuel as primary fuel. The designs include but are not limited to administrative space, employee lunch/break area, male/female restroom and lockers, storage tank to hold minimum of 30 days supply of Number 2 diesel fuel, emergency back up generator with automatic switch and security fencing, with access gate, around fuel tanks. Anti-terrorism/Force Protection measures will include laminated glass and traffic control barriers. Access for the physically challenged will be provided however is limited to the first level of the CHP. Project will require connection to all utilities, roads, paving, parking and an extension of the piping system to tie into existing steam distribution system. Upon completion of construction, the existing CHP, Building 86, two storage sheds, Numbers 121 and 122, and two existing fuel oil storage tanks will be demolished. Large business firms will be required to submit subcontracting plans with their proposals for the purpose of this procurement, the following goals are considered reasonable and achievable during the term of the contract: 51.2%(minimum) of the planned subcontracting dollars to be placed with small business concerns. (The following are subsets of the small business goals); And of that portion placed with small business concerns, 8.8% shall be placed with small disadvantaged business concern, to include HBCU/MIs; 7.3% to be placed with women owned small businesses; 3.1% to be placed with HUBZones small businesses; 1.5% to be placed with veteran owned small businesses and 1.5% to be placed with service disabled veteran owned small businesses. All qualified responsible sources may submit a proposal which shall be considered by the agency. The solicitation will be provided in an electronic format on or around the 15th of July 2008. After issuance of the solicitation, contractors may view and/or download the solicitation and all amendments. Plans and specifications will not be available in paper format. Oral Communications are not acceptable. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
